AUTHORIZATION TO BID
Dear Council Members:
We have now received final authorization on the signal modification at the intersection of
TH 10 and 171st Avenue. As the Council is aware, this is adding the fourth leg to that
intersection for the development of the Mississippi Ridge Addition. For some time, the
City has had authorization from MnDOT to proceed with the new signal planned for the
intersection of TH 10 and Waco Street. The final signal improvement that the Council
has ordered is the installation of left turn arrows for northbound Jackson Avenue and
eastbound School Street for the existing signal at that location. We have previously tded
to get contractors to quote this minor work at School/Jackson, but the price of the quotes
indicated that the contractors were not interested in doing this as a standalone project.
Therefore, we would recommend the Council combine all three of the signal projects
together for bidding purposes.
City Council has previously discussed the financing of the signal modification at TH 10
and 171st Avenue. According to City Council direction, the Developer of Mississippi
Ridge will be paying for 75% of the signal modification and the City will be paying for
25% of the cost. Several times in the past, the City Council has briefly discussed the
financing of the TH 10NVaco Street new signal system relative to whether or not it is
appropriate to assess some of the property in this area. Generally, the north side of this
intersection is residential property. The southwest side is also residential, with the
possible exception of the small piece of Chuba/Kincannon property. The southeast
corner is the home of the new ^llina Clinic. There is an undeveloped commercial parcel
next to the Allina Clinic, but generally everything else in that area is zoned Business
Park. In the past, the City has never assessed residential and/or business park property
for any signal improvements. There have been four instances in the past where
commercial developments have paid for a portion or all of signal installations and/or
modifications. Those examples are Mississippi Ridge discussed above; Hillside
Crossing, which paid approximately 25% of the City's cost of the TH 169/197th Avenue
signal system; Elk Park Center, which paid for the signal modification at School Street
and TH 169, together with the new signals at School Street/Freeport Avenue and School
Street/Jackson Avenue. The final example is the Hillside Crossing development which

paid for signal modification at TH 10 and Main Street, and the new signal installation at
Zane Street and Main Street. None of these examples dealt with assessing individual
commercial properties for signal improvements, but rather dealing with the Developer
through the development process to negotiate costs of signals. Therefore, it is staff's
opinion that it would be difficult at best to have an assessment of any of the cost for the
TH 10/Waco Street signal system against property.
We would therefore recommend the City Council proceed with these projects,
anticipating utilizing some Municipal State Aid dollars for the City's share of all three
improvements. Attached is a resolution that approves the plans and specifications and
orders the advertisement for bids for the signal projects.
If you have any questions or would like to discuss these issues further, I will be in
attendance at your March 18, 2002, City Council meeting.

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS
AND ORDERING THE ADVERTISEMENT FOR BIDS
IN THE MATTER OF THE TH 10NVACO STREET SIGNAL SYSTEM
AND TH 10/171ST AVENUE AND SCHOOL STREET/JACKSON AVENUE SIGNAL
MODIFICATIONS IMPROVEMENT OF 2002
WHEREAS
pursuant to City Council direction, the Project Engineer has prepared
plans and specifications for the TH 10ANaco Street Signal System and
TH 10/171st Avenue and School Street/Jackson Avenue Signal
Modifications improvement, which plans and specifications have been
reviewed by the City;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:
Such plans and specifications, a copy of which is attached hereto and
incorporated herein by this reference, are hereby approved.
The City Administrator shall prepare and obtain the publication of an
advertisement for bids for the making of the improvement pursuant to the
attached plans and specifications. The advertisement shall be published once
each week for three consecutive weeks, shall specify the work to be done, and
shall state that the bids will be received by the City Administrator until 10:00 a.m.
on Thursday, Apdl 18, 2002, at which time the bids will be publicly opened in the
Council chambers of the City Hall by the City Administrator and the Project
Engineer and will then be tabulated for consideration by the City Council at a
meeting thereof at 6:00 o'clock p.m. on Monday, April 22, 2002, in the City
Council chambers at City Hall. No bids will be considered unless sealed and
filed with the City Administrator and accompanied by a cash deposit, cashier's
check, bid bond, or certified check payable to the City Administrator in the
amount of 5% of the amount of such bid.
