RE: MINNESOTA WASTEWATER TREATMENT FACILITY OPERATIONAL AWARD
Dear Council Members:
Attached is a letter from the MPCA dated March 4, 2002, informing the City that the
wastewater treatment plant has received an operational award for the period October 1,
2000 to September 30, 2001. This award is a Certificate of Commendation recognizing
the outstanding operation, maintenance, and management of the wastewater treatment
plant and collection system. This is a tribute to Gary Leimore and his staff. In order to
receive this award, the wastewater treatment plant may not exceed the effluent limits
during the period and must have all of its monthly and annual reports submitted in a
complete and timely fashion.
It should be noted that for the past two years prior to this award, the wastewater
treatment system did not qualify for this Certificate of Accommodation. Gary and his
staff have worked diligently to ensure that the wastewater treatment system met the
standards for this award. Please join all City staff in recognizing Gary and his staff's
outstanding work in operating the City's wastewater treatment system.

Thank you for your application for a Minnesota Wastewater Treatment Facility Operational Award.
Based on my review of your application and compliance records for the period October 1, 2000,
through September 30, 2001 you have been confirmed as the recipient of a Certificate of
Commendation for outstanding operation, maintenance and management of your wastewater
treatment system. Congratulations on your efforts to protect the waters of Minnesota!
This award recognizes you for ensuring:
· That your facility was overseen by a properly certified operator;
· That your facility did not exceed the effluent limits contained in your permit;
· That all of your required monthly and annual reports were timely and complete; and
· That your facility did not experience any bypasses, enforcement actions or non-compliant
inspections.
The Minnesota Pollution Control Agency (MPCA) would like to recognize your accomplishment by
presenting the certificate to you and/or a representative of your operating staff at the 2002 Annual
Wastewater Operations Conference. The conference will be held from March 20 to March 22, 2002,
at the Thunderbird Hotel and Convention Center in Bloomington, Minnesota. The hotel is located at
2201 East 78th Street (Interstate 494 at the 24th Avenue exit, just north of the Mall of America).
The presentation of the Certificate of Commendation will take place during the Award Ceremony,
beginning at 3:15 p.m. in the Miami/Menominee Room on Wednesday, March 20, 2002.
Enclosed is a request for information concerning newspaper notification of your receipt of the
certificate. Please complete the form and return it to the address indicated before March 15, 2002.
