Analysis
The home salon will be run out of the applicant's existing split entry home and will be
confined to the downstairs portion only. The basement will be separated into three general
areas. The first area will have services such as a sink, a workstation and a waiting area. The
second area will be devoted to a single tanning bed and some laundry equipment. The third
area will be a restroom area with shower.

The number of clients expected to be using the salon at any one time will be three: one at
the workstation, another client using the tanning bed and one client waiting for an
appointment.
The hours of operation will be Tuesday, Wednesday and Thursday 5:30 p.m. to 10:00 p.m.
and Monday and Friday 9:00 a.m. to 3:00 p.m.
Access to the salon will be off of Lander Street at the existing driveway. There is adequate
parking in the existing 20-foot wide by 100-foot long drive way.
Planning Commission Action
Commissioner Franz asked City Engineer Terry Maurer if the chemical used in hair
processing would impact the private septic system. Mr. Maurer stated that the strength and
volume of the waste for this use is limited and should not be a problem. The Planning
Commission voted unanimously to approve the conditional use for a Home Occupation.
Recommendation
Staff and the Planning Commission recommend that the City Council approve the request
for a conditional use for a Home Occupation (Beauty Salon) with the following conditions:
1. THE SALON SHALL COMPLY WITH THE BUILDING CODE
REQUIREMENTS.
2. THE APPLICANT SHALL MEET ALL STATE LICENSING
REQUIREMENTS.
3. IF ADDITONAL WORKSTATIONS AND/OR TANNING BEDS ARE TO BE
PROVIDED, THE APPLICANT SHALL APPLY FOR AN AMENDMENT TO
THE CONDITIONAL USE PERMIT.
