Box 490 Elk River, MN 55330-0490 RE: TH 10 / MAIN STREET INTERSECTION IMPROVEMENTS Dear Council Members: Attached is a letter dated February 28, 2002, from Steve Voss, District 3 Planning Director for MnDOT. The letter states that Region 7W Transportation Policy Board has selected Elk River's TH 10/Main Street Intersection Improvement for funding in FY '05. The letter goes on to ask for a resolution from the City Council committing to the local contribution for funding this project. Federal funds committed to this project are $338,632. This amount is capped and is based on the estimate contained in the grant application plus 9% for inflation. The local match is anticipated to be 20% or $84,659. Attached is a resolution for the City Council's consideration which indicates your commitment to the local match for this project. We would also ask for City Council direction to begin work on this project. We ask for this for several reasons. Almost every year, MnDOT looks for projects to move up in the State Transportation Improvement Program, to fill holes left by projects falling back a year. This project is small enough in total dollars that it is very likely there will be an opportunity for us to move up from FY '05 if we have our project ready to deliver. Secondly, the improvement at the intersection is certainly needed and constructing it sooner than FY '05 will only improve traffic congestion at TH 10/Main Street. Finally, in an effort to control cost, what better way to control the total cost of the project than to prepare it and hopefully bid it and construct it earlier than FY '05. The TPB selected the project to revise the TH 10 Main Street (MSAS 113) intersection and install turn lanes for further federal funding consideration by the Central Minnesota Area Transportation Partnership (ATP). The total cost of your project was estimated to be $/~o~,291. The TPB agreed to approve federal funding in the amount of $338,632 to the ATP. Th~ will require a local match of $84,659. The TPB directed me to contact all successful applicants to ensure commitment of the local funds necessary to match the federal funds approved by the TPB. Therefore, I am asking your governing body to take action committing to the federal funds approved by the TPB. Since the TPB caps the federal funding for locally sponsored programmed projects, your governing body must acknowledge and agree to any additional costs required for the project's completion. Please forward your governing body's resolution of commitment to me by Friday, March 29, 2002, so the ATP may consider your project for programming. The City Council does support the improvement of the intersection of Trunk Highway 10/Main Street. 2. The City Council is committed to providing local funding estimated in the amount of $84,659 plus any additional costs above the federal funding amount of $338,632.
