Request for Funding by the Boys and Girls Club
The Boys and Girls Club is requesting $36,500 from the City's landfill abatement fund to
finance their Recycling/Environmentalist program. To help promote recycling, landfill
abatement funds where used to buy products made of recycled materials for the Boys and
Girls Club when it was built. The Minnesota Office of Environmental Assistance
interpreted this as an appropriate use of landfill abatement monies. A stipulation attached to
this ai~ was that the Boys and Girls Club was required to do recycling education. The
Recycling/Environmentalist position being discussed is a result of that stipulation.
The city funded the Recycling/Environmentalist position in 2001, on a year-by-year basis.
Staff feels that this program is a good use of landfill abatement funds and is recommending
that the city grant the current request. In the chance that these funds are needed for a
more critical issue in the future, staff further recommends this approval is again only a
one year commitment. "
Staff is not requesting that the Recycling/Environmentalist position designate 10 hours per
week to aid the city, as in 2001. However, as a stipulation of the city providing this funding,
staff may request the assistance of whoever holds this position for special projects
periodically.

Dear Council Member;
The Boys & Girls Club of Elk River would like to respectfully
request a continuance of the support of our full time
Recycling/Environmentalist program for the year 2002. As you may
recall this full time program started last year with our staff member
giving approximately ten hours a week to the City of Elk River to
promote recycling within the City.
We have reviewed the costs and expenses involved in the overall
program with Steve Rohlf and feel that $36,500 can be used to support
this program. The Boys & Girls Club needs your help at this time.
The Boys & Girls Club served over 1,250 different children in
2001. These members attended the Club over 22,000 times and received
over 80,000 individual services. This program is extremely economical
and effective. It has become a real asset to this city.
