Bart Boese is requesting a Conditional Use Permit for a Home Occupation and outdoor
storage of equipment for an excavating business.
Location

Overview
The request consists of running an excavating business out of the home and providing
outside storage for large equipment on the property to the north and east of the existing pole

barn. The equipment includes a truck & trailer, a 215-Backhoe and a D5-Dozer. The truck
and trailer, along with one piece of equipment, will typically be gone between the hours of
7:00 am-6:00pm on weekdays and occasionally on weekends.
Analysis
Located on the property is a home and a detached pole barn with a lean-to on the north side.
The adjacent properties are single-family dwellings. To the north and east of the subject
property is a farmstead.
Staff visited the site and found that there is adequate screening for the neighboring
properties with the existing vegetation. The house and pole barn are set back about twice as
far from the road as the surrounding homes. With the combination of vegetation and
distance from the road, there are no sight lines to the rear of the home. The farmstead to
the north and east is visible from the property so additional screening of the outdoor storage
area should be provided.
Six of the applicant's neighbors provided letters in favor of approving the Conditional Use
Permit.
Planning Commission Meeting
At the Planning Commission meeting held on December 18th no one spoke at the public
hearing. The Commission discussed the need for screening on the north property line. They
felt that 3 foot high evergreen trees planted 15 feet on center would provide sufficient
screening.
Recommendation
The Planning Commission and staff recommend that the City Council approve the
Conditional Use Permit request by Bart Boese for a Home Occupation and Outdoor Storage
of Equipment for an excavating business with the following conditions:
Provide an improved surface, such as class-5, asphalt or concrete, for the
outdoor storage area.
If more than 3 pieces of equipment, aside from the truck and trailer, are to be
stored outside, the applicant shall apply for an amendment to the Conditional
Use Permit.
Provide additional screening by planting 3-foot tall coniferous trees, at 15 feet on
center, along the north property line from the front of the house to the rear line
of the pole shed.

We live right next door to Bart & Lisa Boese. We have no problem
with them operating a landscaping business out of their home. We
realize this will involve large equipment being stored at their place,
as well as coming and going. They are very considerate neighbors,
and we feel comfortable with them starting a business in this
neighborhood. We hope you'll allow them permission to do business
