SUBJECT: Consider Pay Ranges for Building Inspector Positions
As the Council is aware, the Building Department recently lost our Building Official after 14
years of service. The Department is in serious jeopardy of losing two more of its more
experienced inspectors in the immediate future. The City of St. Michael is hiring two
additional inspectors with a maximum pay of $53,019 per year. The City of Elk River
currently pays a maximum of $48,984 for this same position, a difference of nearly 8%.
Additionally, St Michael's employees' out of pocket expense for family health insurance
coverage is approximately $1,800 per year less than Elk River's. ~
This situation prompted a look at wages for building inspectors in general. I updated the
data for the group 6 cities (population between 10,000 and 25,000), from the Twin Cities
Metropolitan Area Compensation Survey, which is the group Elk River is typically compared
to. My survey is attached. Throwing out the highest paying city (Prior Lake) and the lowest
paying city (White Bear Lake), the average pay for a building inspector is $51,882. Elk River
is 5.6% lower than average. Elk River is over 11% below the highest paying community in
this group and is currently only pa~ying higher than the lowest paying city in the group. Total
valuation of construction was al~o reviewed to determine if there is correlation between
workload and pay. No direct correlation is obvious.
Our recent attempt to fill the city's vacant inspector position has heightened concern over
the potential lose of additional seasoned building inspector. On January 23, 2002, six of the
sixty-six applicants for this position were interviewed. All three staff members setting in on
that interview agreed on a top candidate. That candidate appeared to have a compatible
personality and the ability to learn, but admitted to needing training before he could do
inspections. Having one out of six inspector that needs intensive training is a difficult
situation as far as workload, but we have done it before. Having three or four in this
situation with the volume of construction activity taking place in Elk River is an impossible
situation. '
Without an adjustment to their wages, I anticipate the city will lose 50% of its building
inspection force in a little over a month's time. Other inspectors in the Department have
indicated that this large rapid turn over in personnel, coupled with the differential in pay
between Elk River and other nearby communities, will cause them to look for employment
elsewhere.
The City of Elk River is perilou~ly close to having a major turnover in its Building
Department at a time when construction is at its highest levels in the communities' history.
Building inspection is as much health/safety as though the inspectors had lights and sirens
on their vehicles. It would be irresponsible for the City of Elk River to collect building
permit fees and not provide quality and timely service.
I feel an adequate case for increasing the inspector's wages has been made. I also feel there
is a case to be made that an increase in their pay is legitimate as far as comparable worth.
The Building Official's duties were distributed amongst the inspectors when he left. The
city's Lead Inspector is now doing the commercial plan checks and aiding on a daily basis
with the supervision of the Department. The other building inspectors are now inspecting
commercial buildings, whereas before they were strictly residential inspectors. The new
responsibility of commercial inspection requires additional expertise in construction
practices and applications, additional communication skills (hosting meetings with architects
and engineers) and a more in depth knowledge of the building code. I believe that these are
all issues that raise the Building Official's point ranking as far as comparable worth.
Recommendation
~ I recommend that city increase the pay all inspector positions immediately by $3,000
per year. ,.,
I recommend the city considered the create a new non-exempt pay grade 15 and that
the Lead Inspector and Plumbing/Mechanical Inspector move from their current
ranking at pay grade 14 to the new pay grade 15.
I recommend the city consider moving the Building Inspectors from pay grade 13 to
pay grade 14 and that they stay within their current step so it results in an immediate
pay increase. On the city's pay scale, each higher pay grade is approximately $2,500
more per year. The increased wages for the Building Inspectors would make their
new maximum pay $51,563. This increase will still leave Elk River's Building
Inspectors below the average for the group 6 cities, which is $51,882. I would like
to do more, if possible. "
To pay for this increase, I am proposing to eliminate the vacant inspector position.
This position was meant to off-set the lose of the Building Official, who's salary was
approximately $59,000 per year. I know that the anticipated workload can be better
handled with one less inspector than it can with a full compliment of inspectors with
less experience. I would like to keep open the option of hiring seasonal help, if
construction activity is higher than expected. Even if seasonal help is hired, this
scenario will still be a sig..nificant savings for the city.

Building Department Issues
Under normal conditions, this entire building inspection personnel request would go
through the personnel committee but timing is becoming critical in this situation.
The applications for the Building Inspector positions in the City of St. Michael do not close
until January 31, 2002. Accordingly, the City Council can wait at least one week to make a
decision on this request. The Council can hear information on January 28, think about it, and
make decisions on February 4. (This would need to be added to the special meeting agenda.)
Building and Zoning Administrator Steve Rohlf sincerely believes he and the city have a
serious problem. Steve believes he is in danger of losing two of his most senior and
experienced inspectors to St. Michael unless these individuals get more pay. (Denny- our
plumbing inspector - has eight years and Bob has three years with the city). If these two
employees leave the City of Elk River then the department is very short in experienced
inspectors and this will impact the quality of services that are being provided. Steve wants to
increase wages for all of his inspectors based on what he has found is being provided in
comparable cities and also based on the inspectors having more commercial/industrial
responsibilities due to the building official leaving.
The Stanton Report is a salary survey of all the metropolitan communities broken down by
population ranges and employee groups. The personnel committee uses the Stanton Report
as this is the generally accepted resource for salary information. The Stanton Survey tries to
compare "apples to apples" and takes some of the uncertainties out of comparing employee
positions/responsibilities. Attached is some Building Inspector data from the 2001 Stanton
Report.
The city comparable worth (CW) plan calls for employee positions to be evaluated through
the job analysis profile system and then points are set for the positions. Subsequendy pay
ranges are then established for positions. The CW system is not perfect in any community
but it is a state law and one we have to follow. The problem is...what if a revised job
analysis profile says that the point rankings should not be changed and we have already
increased wages for the employee group. This could have a spin-off effect throughout our
pay plan. The city 2002 pay plan is attached for your reference.
What Steve is proposing may turn out to be exactly the situation. Both groups - the
plumbing and lead inspectors and the general building inspectors - may need to have a
higher point ranking for their positions based on additional responsibilities and this may
translate into them being put into a higher pay grade and ultimately receiving higher wages.
But if a higher point ranking does not evolve then there are financial ramifications that the
city will have to deal with.
This request should be looked at in the context of all city employee groups. Ultimately, if a
wage increase is provided in the building department, then all other employee groups will
want equal consideration and treatment. Generally speaking for each City Council action
there is also a reaction.
The Council has any number of options available to them including doing nothing and
simply hiring new inspectors if employees leave the city. If we don't hire experienced
inspectors, then they go through the training process. This would be easier if we don't lose
both employees.
A "simple" although temporary solution may be to increase the wages of the plumbing and
lead inspectors by $1.20 per hour ($2,500 per year) for additional building official work and
responsibility. The city personnel committee can then look at all the inspector positions
(duties and responsibilities) and make a recommendation to the City Council. This wage
increase should be enough to keep Denny but we will likely lose Bob. On the other hand,
even if we provide the increases that Steve is recommending, we still may not be able to keep
Bob.
This is not an easy situation under any circumstances but it is especially difficult due to the
timing concerns. The City Council will have to make some decision in the not too distant
future. It would be preferable if the City Council just adjusted pay and not set employee
groups within different pay ranges or create a new pay range. Regardless of what happens in
the next week or two, the personnel committee needs to have the inspectors provide an
updated job analysis profile in order to incorporate any former building officials
responsibilities into their position and then see if any point ranking change needs to take
place.
