Dear Council Members:
Attached is a copy of the Zane Street Feasibility Study ordered by the City Council in
December 2001. This feasibility study looks at the extension from Mississippi Ridge
development to the Zane Street cul-de-sac and the elimination of the existing TH 10
access at Zane Street near the Americlnn. In addition, the feasibility study looks at the
realignment of Zane Street between Saxon Motors and NAPA Auto Parts in an effort to
get all of the Saxon Motors property on one side of Zane Street. Also, the feasibility
study discusses the potential extension of lateral sanitary sewer and trunk watermain to
serve the businesses and vacant properties in the area.
Attached is a resolution for the City Council's consideration that accepts the feasibility
study and orders the public headng to be held on February 25, 2002. We would
recommend adoption of the resolution by the City Council.
If you have any questions regarding the feasibility study or this project in general, I will
be in attendance at your January 28, 2002, City Council meeting.

A RESOLUTION RECEIVING THE FEASIBILITY REPORT
AND ORDERING A PUBLIC HEARING ON THE
IMPROVEMENT IN THE MATTER OF THE ZANE STREET
IMPROVEMENT OF 2002
WHEREAS
WHEREAS
the Feasibility Report ordered by the Council in Resolution 01-79 has been
prepared with reference to the Zane Street improvement and was received by the
City on January 28, 2002; and
the Feasibility Report recommends that the proposed improvement is feasible;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River, Minnesota:
The City Council will consider the Zane Street improvement as described in the
Feasibility Report and the assessment of the property abutting this proposed
improvement for all or a portion of the cost of the improvement pursuant to Minnesota
Statutes, Section 429 at an estimated total cost for the improvement of $434,300.
A public headng shall be held before the City Council on the proposed improvement on
the 25th day of February, 2002, at 6:00 o'clock p.m. at the Elk River City Hall Council
Chambers.
The City Administrator shall provide two published notices (one week apart) in the official
newspaper with at least three days between the last publication date and the heating,
and mailed notice ten days prior to the hearing as required by law..

Detailed Estimated Construction Cost
I. INTRODUCTION
On December 10, 2001, the Elk River City Council adopted Resolution 01-79
authorizing Howard R. Green Company to prepare a Feasibility Study for the Zane
Street NW Project in the City of Elk River. The study was initiated by the City Council
due to concerns regarding the safety at the intersection of Zane Street NW and Trunk
Highway 10. The proposed project is through the existing "The Crossroads" plat. A
map of the project area is provided as Exhibit 1.
The proposed Zane Avenue Project includes the realignment of Zane Avenue and
construction of sanitary sewer, watermain, and storm drainage improvements. The
major components of the proposed project are as follows:
· Realignment of Zane Street NW to connect to Yale Street NW in the newly
constructed Mississippi Ridge Addition.
· Closing of the access to TH 10 at the existing intersection with Zane Street.
· Extension of sanitary sewer and watermain from the north property line of
Mississippi Ridge Addition to the north project limits.
· Construction of storm sewer to service the new street location.
Zane Street is an existing cul-de-sac road off of Trunk Highway 10. The road serves
three existing businesses: Americlnn, Napa Auto Parts, and Saxon Motors. In order to
improve the safety and traffic service on Trunk Highway 10, the City of Elk River has
been working with MnDOT to reduce the number of access points onto the Trunk
Highway. The recent construction of the Mississippi Ridge Development to the south of
Zane Street was designed using this concept. The project eliminated four driveway
access points to Trunk Highway 10, reconfigured one driveway access into a city street
that aligns with 173rd Avenue, and created the fourth leg of the signalized intersection at
171st Avenue and Trunk Highway 10. Through direction from City Staff the Mississippi
Ridge Development included a public right-of-way for the future extension of the Zane
'Street cul-de-sac.
Due to safety concerns at the intersection of Zane Street and Trunk Highway 10, City
Council determined' that a project should be initiated that would study the feasibility of

extending the cul-de-sac and removing the existing access with TH 10, promoting the
use of the signalized intersection at 171st Avenue for vehicle traffic.
Due to the closure of the Zane Street/Trunk Highway 10 intersection, the City was able
to enter into a cooperative agreement with MnDOT for the proposed project. MnDOT
has committed funds toward the project due to the benefits to the Trunk Highway.
Exhibit 2 shows the access management goals of the Mississippi Ridge and proposed
Zane Street NW Project.
In addition, the option of realigning Zane Street was also examined. Saxon Motors
currently has property on either side of Zane Street. Potential customers must cross the
road to reach the second half of the car lot. The owner of Saxon Motors, Ted Saxon,
requested that the City examine the option of realigning the road so that the property
owned by Saxon Motors could all be on the west side of the road.
II. PROJECT SCOPE
The purpose of this study is to analyze the realignment of the existing road, together
with the extension of lateral sanitary sewer and trunk watermain and determine the
feasibility of the proposed project. This study will discuss the existing conditions,
proposed improvements, estimated construction costs, and overhead costs which
include city administration, engineering, fiscal, and legal expenses. The City's
Assessment Manual and past practices will be used as guidelines to discuss financing
methods for the proposed improvements.
III. NECESSITY AND COST-EFFECTIVENESS
The improvements proposed in this study are necessary for a number of reasons. The
Mississippi Ridge Addition eliminated four access points along Trunk Highway 10. The
Zane Street NW Project would eliminate another full access point. In conjunction with
the street improvements, lateral sanitary sewer and watermain would be constructed.
The proposed watermain improvements will connect to the City's existing system at
multiple locations providing an added benefit of a looped system.

The proposed improvements will be developed into a project large enough to ensure a
competitive bidding process. Therefore, the proposed improvements will be cost-
effective. Based on the information contained within this report, the proposed
improvements are necessary, cost-effective, and feasible from an engineering
standpoint. The project is necessary in order to provide the properties in The
Crossroads area with safe and adequate public transportation facilities, watermain,
sanitary sewer, and storm sewer systems.
IV. EXISTING CONDITIONS
Street
Zane Street starts at the intersection with Trunk Highway 10 and terminates 500 feet to
the south in a cul-de-sac. The intersection is controlled by a stop sign on Zane Street,
with an open median on Highway 10 to allow for left turning movements. It should be
noted that the on-ramp from Trunk Highway 101 merges onto Trunk Highway 10 east
less than 100 feet from the intersection of Zane Street.
The area adjacent to Zane Street is zoned as Highway Commercial (C3). The cul-de-
sac serves three businesses - Americlnn, Napa Auto Parts, and Saxon Motor. There
are two lots that are undeveloped located between the Americlnn and Saxon Motors. A
zoning map of the study area is provided as Exhibit $.
Sanitary Sewer
There is no city sanitary sewer within The Crossroads plat. The three existing
businesses are served from on-site sewer systems. The on-site systems for both the
Americlnn and Saxon Motors have recently been determined to have failed. Both of
these businesses are currently using their septic tanks as holding tanks and are having
them pumped weekly as an interim measure until city sanitary sewer is available. Both
drain fields have been abandoned and are no longer in use.
Watermain
There is no city watermain within The Crossroads plat. Watermain was brought under
Trunk Highway 10 as part of the Eastern Area Phase 1 project. A 16-inch watermain
was stubbed to the north of the intersection and a hydrant was installed.

Storm Sewer
There is a small existing storm sewer collection system on Zane Street. The 18-inch
concrete storm sewer discharges to a ditch, which enters a pond below the Mississippi
River bank to the west. The storm water ultimately reaches the Mississippi River.
Existinq Private Utilities
Private utilities which have facilities in or near the project area will be notified of the
project and requested to incorporate repairs and replacements with the project as
needed at their cost. Private utilities include Qwest Communications, Elk River
Municipal Electric, Connexus, North Star Access, Sherburne Telesystems, and
Minnegasco.
V. PROPOSED IMPROVEMENTS
The proposed improvements for the Zane Street NW project include sanitary sewer,
watermain, storm sewer, and street construction. A detailed description of each
proposed improvement is provided below.
Street
Proposed street improvements include the realignment of Zane Street, extension of the
cul-de-sac southerly, removal of existing turn lanes along TH 10 at the intersection with
Zane Street, and closure of the Zane Street access to TH 10. The proposed street
improvements are shown on Exhibit 4. The proposed realignment of Zane Street
allows Saxon Motors to have all of their property to the west of the new road. The
reconfiguration of the property will necessitate the exchange of right-of-way between
Saxon Motors, Napa Auto Parts, and the City of Elk River. This is discussed further in
the Right of Way and Easements section of this study.
The existing intersection of TH 10 and Zane Street will be closed to promote access
management along the Trunk Highway. Access to the businesses along Zane Street
would be from 171st Avenue or 173rd Avenue.
The proposed street section for Zane Street, shown on Exhibit 4, consists of a 32-foot
wide street section with barrier concrete curb and gutter. This section will provide two

12-foot wide lanes and a 4-foot wide reaction area next to the curb and gutter. The
proposed street section for this road is in accordance with City and MnDOT
requirements. Based on typical soils in Elk River, the proposed pavement section
consists of 8 inches of Class 5 aggregate base, 2 inches of bituminous base course,
and 2 inches of bituminous wear course. The proposed street section will be verified by
a geotechnical investigation.
Proposed improvements also include a 6-foot wide sidewalk located on the west side of
Zane Street. Estimated costs for sidewalk have been included in the street construction
cost.
Sanitary Sewer
The proposed sanitary sewer improvements, as shown on Exhibit 5, consist of
extending an 8-inch lateral sanitary sewer from the current termination point at the north
end of the Mississippi Ridge Addition.
The proposed sanitary sewer alignment along Zane Street would provide service to the
adjacent properties, allowing for the discontinued use of the on-site sewer systems
currently being used by the businesses. Stubs would be provided to the two
undeveloped properties.
Watermain
The proposed watermain improvements, as shown as Exhibit 6, consist of extending a
10-inch trunk watermain from the current termination point at the north end of the
Mississippi Ridge Addition. The watermain would be connected to the 16-inch stub
under Trunk Highway 10 near the Americlnn, creating a looped system.
Storm Sewer
The proposed typical section for Zane Street includes barrier curb. The existing storm
sewer system is adequate to handle the drainage from the new road but will need to be
modified slightly to collect the runoff. The proposed storm drainage improvements are
shown as Exhibit 7. Pipe material will be reinforced concrete. Inlets will be standard
catch basins built into the proposed concrete curbing.

VI. RIGHT-OF-WAY, EASEMENTS AND PERMITS
Ri.qht-of-Wa¥ and Easements
As previously noted, the read will be realigned so that the Saxon Motors property will all
lie on the west side of the road. The construction of the realigned Zane Street will
require the donation of right-of-way from properties adjacent to the proposed alignment.
The proposed street right-of-way to be acquired is 55 to 60 feet in width. In exchange
for the donated right-of-way, the City will vacate the unneeded right-of-way.
Exhibits 8 and 9 outline the right-of-way that will be acquired and vacated for the
Saxon Motors and Napa Auto Parts properties. An easement will also be required
across part of Saxon Motors lot for storm sewer. Due to the realignment of Zane Street
a small piece of right-of-way will need to be acquired from Kirkeide. The following table
summarizes the information provided on the exhibits.

Temporary construction easements may be required throughout the project area to
accommodate accesses into adjacent businesses. Verbal permission will be secured
from private property owners during the construction process should work need to be
completed on private property, outside of obtained rights-of-way.

Several permits will be required prior to construction of the proposed improvements.

VII. ESTIMATED PROJECT COST
The estimated construction costs and associated overhead costs for the proposed
improvements are summarized in Table Two. A detailed preliminary construction cost
estimate is provided in the Appendix. In accordance with the City's Assessment
Manual, the overhead costs have been estimated as 28% of the total construction cost.
The overhead cost includes City administration, engineering design, construction
staking and inspection, and fiscal and legal costs. No costs have been included for the
acquisition of utility easements and rights-of-way since it is assumed they will be
dedicated. Although no acquisition costs have been included, the overhead costs were
increased by $10,000.00 due to administration costs incurred to acquire them.

VIII. FINANCING AND ASSESSMENTS
The improvements discussed in this report are proposed to be financed through a
number of different methods. These include cooperative agreement financing provided
by MnDOT, trunk watermain funds, and lateral assessments for sanitary sewer and
watermain improvements to Saxon Motors, Napa Auto Parts, Americlnn, and the two
undeveloped properties adjacent to Zane Street. The following paragraphs discuss
each of these financing methods in greater detail.
MnDOT has notified the City that funds have been encumbered for this project in the
2002 fiscal year. A detailed cost estimate for the proposed improvements has been
prepared and is included in the Appendix. This cost estimate puts the cost of the
various improvements into the appropriate column for funding by MnDOT cooperative
agreement dollars or City costs. According to the agreement with MnDOT, the state
has agreed to pay for 60% of the street costs and 100% of the median closure.
An analysis of the project costs indicates that the estimated construction cost financed
by MnDOT is $120,000. Assuming MnDOT will pay 18% on top of this for overhead, the
additional dollars would be $21,600, for a total of $141,600.
Trunk watermain is being extended from the current termination point at the north
property line of Mississippi Ridge to the 16-inch stub across TH 10 by the Americlnn.
Trunk watermain charges were assessed to these properties in the Eastern Area project
in 1998. It is proposed that trunk watermain funds in the amount of $15,000 be used.
An analysis was performed to determine the lateral benefit to the properties adjacent to
Zane Street NW. Currently, the City of Elk River's assessment policy is to assess
$50.00 per linear foot of frontage for lateral sewer and water. The Americlnn is located
on a private driveway to the north of Zane Street. Due to the location of the property,
the front footage abutting the roadway is not representative of the size of the lot. In
order for the assessment to be representative of the size of the property, it is proposed
that for this project the assessments be based on acreage. In 1998, as part of the
Eastern Area Project, these properties were assessed trunk watermain costs based on

the size of the property. It is proposed that the same acreages used in determining the
trunk costs be applied to lateral assessments. It is proposed that lateral sewer and
water assessments be assessed in the amount of $23,300 per acre. The following table
details the acreage and proposed assessment for each property.

IX. PROJECT SCHEDULE
The schedule for the Zane Avenue Project, as provided in Table Four, is based upon
guidelines established in Minnesota State Statues, Chapter 429, Local Improvements,
Special Assessments. These dates will be revised as the project develops.

X. CONCLUSION
The total estimated project cost, including overhead costs, is $434,300. The project is
necessary and cost-effective. As previously stated, this cost will be financed through a
combination of assessments to benefiting properties and MnDOT Cooperative
Agreement funds, Trunk Watermain funds, and City funds.
Based on the information gathered and the analysis presented, the proposed
improvements discussed in this study are feasible from an engineering standpoint. The
financial feasibility of the project will be determined by the City through discussions with
the affected property owners.
