SUBJECT: Authorize Advertising For Part Time Accounting Clerk
The Finance Department is prepared to fill the Part Time Accounting Clerk position that is
included in the 2002 budget; this position was also included in the 2001 budget but was not
filled. This part-time position will work approximately 20 hours per week in 2002. Attached
is a detailed job description outlining the duties and responsibilities of the position and the
hiring qualifications. As you can see from the job description, this is not an entry- level
position. Because of the department's limited staff, we need an experienced employee.
Although this staff addition will help, it will probably not eliminate our auditor's segregation
of duties comment.
The Personnel Committee has reviewed this position and the Committee's recommendation
is attached. The 2002 budget estimated a starting pay of $12.36, which falls within the
committee's recommendation of pay grade seven. The actual starting pay may vary slightly
based on the qualifications and experience of the applicant.
ACTION REQUESTED
The Council is asked to approve advertising for a part time accounting clerk with the starting
pay dependent upon qualifications.

Position Summary
The Accounting Clerk performs a combination of data processing activities and calculations
including, processing accounts receivable, receipts and other financial data. Makes daily deposits,
maintains fixed assets records, vehicle registrations and licenses, and micro loan records. Performs
various finance related clerical functions including filing, records retention, and others.
Essential Functions
1. Performs data processing activities.
A. Assembles financial information and performs data processing activities such as
general accounting data and other miscellaneous financial information.
B. Performs accounts receivable functions such as invoicing, maintaining an accounts
receivable register, recording payments, sending statements and delinquent notices.
C. Codes receipts, assists with data entry of receipts.
D. Serves as backup for payroll and accounts payable.
Performs cash deposit functions.
A. Audits cash receipts from off site locations.
B. Prepares and delivers daily deposits.
Performs accounting and finance functions.
A. Maintains fixed asset records for all assets.
B. Maintains micro loan records, calculates interest rate adjustments, and provides
payoff information.
C. Assists in maintaining and reconciling general financial information for the City,
including, but not limited to bank statements, general account statements, accounts
receivable statements and accounts payable statements.
D. Performs accounts payable and payroll processing as backup to payroll and sr.
accounting clerk.
Performs general clerical activities.
A. Maintains department files and performs department's record retention duties.
B. Maintains all vehicle titles, registrations, and licenses.
C. May be responsible for purchasing and maintaining certain department supplies.
D. Assists and performs other clerical functions as assigned.

SUBJECT: Part Time Accounting Clerk
The Personnel Committee reviewed the Part Time Accounting Clerk position based on the
position description provided by the Finance Department. The Committee also reviewed
Stanton Salary Survey data before making a recommendation on this position. As with all
new positions, the Committee did not recommend a point ranking but, rather, the
Committee suggested a pay range in which the Committee felt the position would fit. The
Committee concluded this position be paid somewhere within Pay grade 7, which has a
starting pay of $12.17 per hour. The Committee further recommends that position be
reviewed within one year of hire to determine an actual point value and pay range.
