ZANE STREET IMPROVEMENTS
PUBLIC HEARING
Dear Council Members:
As you are aware, the public hearing for the Zane Street Improvements is scheduled for Monday
evening, February 25, 2002. Please bring the green covered feasibility study previously
distributed. The Zane Street Improvements consist of the realignment of Zane Street from the
Mississippi Ridge Addition to the Amedclnn driveway, the closing of the Zane Street intersection
with TH 10, and the extension of lateral sanitary sewer and trunk watermain along the realigned
street.
Because of the ability to close the Zane Street intersection with TH 10, MnDOT has agreed to
participate in the street costs with cooperative agreement funds. The remaining costs are
proposed to be assessed to the abutting property owners. In anticipation of Monday night's public
hearing, we have met individually with the owners of Saxon Motors, Napa Auto Parts, and the
Amedclnn. We have provided each of these property owners with a description of the
improvements and a copy of the feasibility study.
With the owners of Saxon Motors and Napa Auto Parts, we have also prepared an exhibit and
legal descriptions for the property swap necessary to realign the road. We have given each
property owner an agreement to sign which indicates that they will execute the final deeds and/or
plat of the property once the project is complete. As of the time of this letter, the Saxon Motors'
owner did sign the agreement. The owners of Napa Auto Parts are going to review the agreement
and possibly provide it prior to Monday night's meeting.
I will be prepared to make a presentation of the feasibility study and answer any City Council or
property owner questions during the public hearing. At the conclusion of the public hearing, it
would be appropriate for the City Council to adopt the attached resolution which orders the
improvement and the preparation of plans and specifications.

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION ORDERING THE IMPROVEMENT AND
PREPARATION OF PLANS AND SPECIFICATIONS IN
THE MATTER OF THE ZANE STREET IMPROVEMENT
OF 2002
WHEREAS
WHEREAS
a public hearing relating to the Zane Street improvement was held before
the Elk River City Council after ten days mailed notice and two weeks
published notice of the hearing was given; and
the City Council has duly considered the Feasibility Report and those
matters presented at the public hearing by those persons desidng to be
heard on the matter;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:
The Zane Street improvement is hereby ordered as recommended in the
Feasibility Report dated January 24, 2002.
Howard R. Green Company is hereby designated as Project Engineer for this
improvement. The Project Engineer is directed to prepare plans and
specifications for the making of the improvement and the solicitation of
competitive bids.
