Following the national census conducted every 10 years, state and local governments are
required to redraw their elective districts so representation among districts remains as equal
as possible as populations change over time.
Cities need the state redistricting plan to draw precinct and ward boundaries. Because of this
the City will not be able to officially redistrict its wards until the Legislature has redistricted.
However, the City will need to be ready to redistrict ward and precinct boundaries as soon as
the legislative plan is finalized. Therefore, it is best to begin the process now rather than
waiting until the last minute.
If the legislative redistricting plan is finalized after March 1, but before April 30, local
governments must have ward and precinct boundaries established by April 30. (See attached
redistricting timeline).
WARDS
A ward is an election district for the purpose of providing equal representation among
wards.

PRECINCTS
Precincts are the basic geographical units for organizing and admimstering elections.
Precincts are necessary if a county, congressional, or legislative boundary divides the city.
Precincts are not tied to population size; however, precincts sized much beyond 2,000 to
3,000 registered voters can become cumbersome for election admimstrafion purposes.
WHO IS AFFECTED BY THE CITY REDISTRICITING?
City of Elk River
· Wards 1, 2, 3, and 4
Sherburne County · County Commissioner District 1 encompasses Wards 1,3, and 4.
· County Commissioner District 5 encompasses Ward 2
School District 728 · Election District 1 encompasses Wards 1,2 and 3
· Election District 2 encompasses Ward 4
REDISTRICTING PROCESS
Staff has prepared two redistricting options for Council review. Staff is requesting Council
review of the two options keeping in mind that these are just suggestions. When redistricting
a ward, the following requirements must be met.
· The wards must be compact and contiguous
· The population must be as equal as practicable
· Census block boundaries must be used to draw ward/precinct boundaries
COUNCIL ACTION REQUESTED:
Review Options 1 and 2. Choose either of the options as the redistricting plan. Or, the
Council can give staff some guidelines for preparing other redistricting options.

The legislature will attempt to have redistricting completed. (MN Constitution Article III Sec. 3,
M.S. 204B.14 subd. la)
Municipal wards and precincts redistricting estimated completion date. Wards and precincts must
be redrawn within 60 days after legislative redistricting, or at least 19 weeks before the state
primary, whichever occurs first. (M.S. 204B. 14 subd. 3c)
County Commissioner Districts and School Districts that elect members from election districts must
be redrawn within 80 days after legislative redistricting, or 15 weeks before the primary, whichever
comes first. (M.S. 204B.135 subd. 2)
Deadline for combined polling places to be established. (M.S. 204B. 14 subd. 2)
Last day to approve new polling places before primary election (90 days prior to election). (M.S.
204B.16 subd. 3)
Last day to publish notice of new congressional, legislative, and county commissioner district lines
(14 days prior to opening of filing). (M.S. 204B.14 subd. 4)
