Policy On Appointment Of Employees
To City Committees
For over 15 years the City has had an informal policy whereby city employees do not sit on
city committees. These city boards or commissions can ultimately be making
recommendations regarding their position or the position of friends.
Recently, Park and Recreation Commissioner, Lana Huberty, accepted a position with the
City Recreation Department and immediately resigned from the Park and Recreation
Commission. She simply assumed that this was a requirement and staff indicated to her that
her resignation is consistent with past practice. Even though Lana has been an excellent
commission member, it does not seem appropriate that she should sit on the Commission
that governs supervisor and departmental activities (even though the City Council actually
has the final say). It is not quite the same situation if a city employee was on the Library
Board, but it is probably best if we have one policy for all situations.
I would recommend that we continue with the policy of not allowing city employees to sit
on city boards and commissions. Staff members associated with various departments
generally participate in commission discussions impacting their department as staff liaisons.
Whether or not the City Council wants to adopt a formal policy regulating city employees, or
whether they prefer to keep things informal is open for discussion.

BOARD AND COMMISSION
APPOINTMENT POLICY
All applicants, including board and commission members who are seeking
reappointment, must complete an "Application for appointment to City Board or
Commission" and submit the application to the city clerk by the deadline date.
Board and commission expirations and vacancies will be advertised in the Elk River
Star News, "The Current" newsletter and city web page.
The Council will review all applications.
Applicants will be interviewed by the City Council, if the Council so desires.
The Council will make all board and commission appointments. The Council has
the option to make board and commission appointments and/or reappointments
without going through the interview process.
Board and commission applications will be kept on file for one year. If a vacancy
occurs during the year, the Council may make an appointment from the applications
on file.
Planning Commission, Park and Recreation Commission, Uflities Commission, and
the Ice Arena Commission terms run from March 1 to the last day in February.
Interviews for these annual term expirations will be held in January or February so
that terms can begin on March 1.
HRA, EDA, and Library Board terms run from January 1 to December 31. The
Mayor, upon approval of the Council, shall make appointments to the HRA, EDA,
and Library Board. The Mayor shall decide whether or not to advertise for these
positions.
