Request by Elk River Area Schools to Allow Temporary Classrooms
Request
Elk River Area Schools District #728 is requesting approval of an interim use
permit to allow eight trailers for temporary classrooms until June 2003, while
construction is occurring at Elk River High School and VandenBerge Junior High.

Overview
The Elk River area voters to approve the bond referendum during the 2000
election. Included on the bond referendum are monies for the renovation of Elk
River High School and VandenBerge Junior High. Improvements that will be
complete include health/safety (ventilation), addition of an auditorium, and
technology improvements to the classrooms.

Analysis
In order to complete the reconstruction at VandenBerge and the high school,
approximately 1/3 of the classrooms will need to be closed to the students.
Temporary trailers of 24 ft. x 70 ft. will be located on what is now the faculty
parking area to the north of the high school. These trailers will serve as
temporary classrooms for approximately two years while construction is occurring
within the school.
The trailers will be required to meet fire code separation requirements which
means that the trailers will need to be spaced a minimum of 20 feet apart. They
will also need to meet ADA accessibility, heating and electrical requirements.
Recommendation
Staff recommends that the Planning Commission recommend approval of the
interim use permit request to allow temporary classrooms until June of 2003 with
the following condition:
1. The trailers shall meet the requirements of the Chief Building Official.
Planninq Commission Action
The Planning Commission conducted a public hearing regarding the issue at its
December 27, 2000 meeting. No one spoke for or against the proposal. The
Commission voted unanimously to recommend approval of the request to the
City Council with one additional condition:
The School District shall work with the Fire Chief to maintain adequate
emergency vehicle access at all times.
City Council Recommendation
Staff and the Planning Commission recommend that the City Council approve the
Interim Use Permit request to allow the use of temporary trailers until June of
2003 with the following conditions:
'1. THE TRAILERS SHALL MEET THE REQUIREMENTS OF THE CHIEF
BUILDING OFFICIAL.
THE SCHOOL DISTRICT SHALL WORK WITH THE FIRE CHIEF TO
MAINTAIN ADEQUATE EMERGENCY VEHICLE ACCESS AT ALL
