SUBJECT: Joint Meeting with Sherburne County Board
City Engineer Terry Maurer, Building/Environmental Administrator Stephen
Rohlf, and I will be in attendance at the joint City Council/County Board
meeting to help facilitate discussions on the various agenda items. Stephen
has a memo attached with a few comments on some of the agenda topics. Some
additional comments on the discussion items are as follows:
County Purchase of Wilson Property...This item has been through the
Planning Commission and will be discussed at the council level on March 19.
The commission actually recommended denial of the rezoning request, but was
supportive of the county purchasing and using this property for offices. The
draft Planning Commission minutes on this topic are attached for your review.
Northstar Corridor... As noted to the Council in January, MnDOT is taking
over management of this project. The transition of authority and responsibility
for the project from the Northstar Corridor Development Authority to MnDOT
is scheduled to be completed by March 26, 2001. The chair of the NDCA is
County Commissioner Betsy Wergin and she should be able to provide an
update on the status of the Northstar Corridor project. The city representative
on the NDCA is Mayor Stephanie Klinzing.
Legislative Issues... The current most pressing legislative issue that impacts
both the City and County is proposed changes in the personal property tax law
relating to the power plants/industry. The County has been very active in this
issue and will provide an update on this topic.
Streets...Hopefully County Engineer Dave Schwarting will be in attendance to
help with the "streets" discussion. Progress continues on the County Road 12
project and on the County Road 33/Highway 169 temporary signal and
overpass project. Additionally, the signals along County Road 1 have recently

been installed and are in operation. Terry Maurer will provide an update on
the Business Center Drive/Waco Street/Highway 10 project. Stephen Rohlfhas
a few comments on the County Road 33/County Road 77 project in his attached
memo.

SUBJECT: ENVIRONMENTAL ISSUES
LANDFILL
Representatives of the Elk River Landfill have been in contact with city staff regarding a
potential expansion of the municipal solid waste portion of the Landfill to the south of
their current operation. Staff does not anticipate an application for such an expansion
being submitted for several years. Tiller Corporation is still mining the property to the
south of the Landfill and an Environmental Impact Statement is needed for such an
expansion.
REALIGNMENT OF COUNTY ROADS 33 AND 77
The County Engineer, City Engineer and city staff have been in numerous meetings with
Tiller Corporation and CAMAS regarding this subject. The goal is to coordinate a
realignment of these two county roads with the Highway 169/County Road 33 bypass
project.
GRAVEL MINING AUDIT
At last year's joint County Board/City Council meeting, staff was directed to look into an
audit of gravel mining operations to ensure the proper amount of gravel tax was being
paid. Staff has decided on a two step approach.
The first step will be to get estimates of the volume of material removed from each pit
using aerial photos. This will involve some ground control (surveying). A delay has
occurred in accomplishing this first step, due to staff turn over at the aerial photo
company selected for this project. The second step will be to do an actual survey of the
pits to get more exact volumes, if discrepancies are revealed by the first step. Staff does
not anticipate step two being needed, but will proceed as if it will be. Staff is
recommending the cost of the audit be divided between the city and county proportionate
to the amount of gravel tax that is collected.
ENERGY CITY
Some exciting events are coming up for Energy City. On April 19tl~, a grand opening for
the wind generator on 225th Avenue will be held. This generator is one of the largest in
the country and is the closest to a major metropolitan area. The County Board and City

Council will receive invitations for this event. Energy City is also very excited about
Sherburne County, the Elk River Municipal Utilities, and the Elk River Landfill
cooperating in a project that will replace the one generator at the landfill with three new
ones. This will greatly increase the electrical output from an otherwise wasted resource,
landfill gas. Lastly, Energy City looks forward to greater county involvement with the
appointment of Rachel Leonard to the Action Committee for Energy, its steering
committee.
RDF CONTRACT
The city and county should be well pleased that an eight year contract to have the city's
refuse delivered to the RDF plant has been entered into. The big question is what
happens eight years from now with the plant and its relationship with the county and the
city.
METH LAB AT THE RED CARPET INN
Staff will update the County Board and City Council on developments at the Red Carpet
Inn and the extent of contamination there at Monday night's meeting.
