MEMORANDUM TO: Mayor and City Council FROM: Terry Maurer, Public Works Director DATE: April 14, 2008 SUBJECT: Traffic Calming Since the City Council received the attached petition from the'Txott Brook Farms neighborhood in late 2007, requesting the installation of speed abatement devices along Trott Brook Parkway, the City Administrator, Police Chief, and I have been meeting to discuss the issue. We believe that before the City acts on a request fox traffic calming devices in one neighborhood, we should work towards developing an overall policy fox the installation of such devices throughout the City. In that regard, I will be prepared to discuss with the Council a number of important policy questions that we believe need to be considered in forming a traffic calming policy. In addition, we believe it would be a good idea to use the Trott Brook Parkway and Trott Brook Farms development as a test case and install some temporary traffic calming devices at various locations along Trott Brook Parkway in 2008. We believe, and are hopeful, that by installing temporary traffic canning de~rices of various designs, we will be able to get some feedback from the neighborhood and the motoring pubnc about their fee]ings on these types of devices. There is a company that makes temporary devices which can be installed on top of the existing roadway and will be a good representation of what a permanent installation will look and feel nke. These temporary devices cannot be left in place over the winter months, as snowplowing activities would tear them out. At Monday evening's meeting, I will have an exhibit that shows how these temporary devices might be installed at various srsetches along Trott Brook Parkway. I will also have some examples which I can show on the screen of what these devices will look nke. Finally, I will have an estimated cost fox purchasing and installing the devices.
