MEMORANDUM TO: Mayor and City Council Housing & Redevelopment Authority FROM: Terry Maurer, Public Works Director DATE: April 14, 2008 SUBJECT: THIO and TH169 Geometric and Environmental Studies Representatives of MnDOT and their consultant, SRF Consulting Group, will be at tonight's workshop to discuss both TH10 and the TH169 studies. With the TH10 srudy, they will be providing the Council with two alternatives that they have developed, based on the constraints of the study area. The first will be an ex-pxessway design with signalized intersections; the second will be a freeway design with interchanges to access the highway. Both designs will have grade-separated roadways from the railroad. With xegaxd to the TH169 study, the outstanding issue is the intersection/interchange at Main Street. All other intersections have been previously reviewed with the City Council. The two alternatives that they will present at TH169 and Main Street axe the folded diamond and the single-point interchange. 'They have been "tweaked" based on comments received from the Council last time MnDOT and SRF were here. MnDOT and their consultant will be looking fox direction with xegaxd to what concept the Ciry Council would like to see move forward to layout and environmental documentation on TH10 and which interchange design the Council would like to see included ui the TH169 layout and environmental documentation. It is important that the Council give direction to MnDOT so that these two projects can not only stay on schedule, but more importantly stay on budget. Finally, it is important to note that the Sherburne County Board will also be invited to this meeting since TH 10 and '1'H 169 are important transportation corridors within Sherburne County. April 14, 2008 Highway 10 Elk River a • April 14, 2008 Preliminary Design and Environmental Documentation SUMMARY OF HIGHWAY 1'© ELK RIVER BUILD CONCEPTS The Minnesota Department of Transportation (Mn/DOT) along with its consultant, SRF Consulting Group, Inc. has developed two build concepts for improvements to Highway 10 (Hwy 10) through downtown Elk River. The concepts are the same in several areas. Both concepts do the following: • Shift the railroad to the north • Separate the railroad from the street system. The railroad will bridge over the local roads. • Reduce the number of driveway, road, and railroad intersections/conflicts in the corridor • Minimize physical impacts to downtown Elk River • Require construction of a frontage road from Simonet Drive to Upland Avenue • Allow for staging of improvements -improvements could be staged to first construct the railroad improvements along with the Main Street and Jackson Avenue underpasses, and then construct either the expressway or freeway concept (note: the concepts have been developed so that the expressway could be constructed first and the freeway later). Differences between the concepts include the following: Expressway Concept • Maintains mixing of mainline and local traffic -local traffic mixes with Hwy 10 traffic at the Main Street, Lowell Avenue, Proctor Avenue, and Upland Avenue intersections. These intersections would be signalized. • Provides little to no reserve capacity on Hwy 10 beyond forecast 2030 conditions • Provides for more difficult but controlled (signalized) bicycle and pedestrian crossings at Main Street, Proctor Avenue and Upland Avenue. The Jackson Avenue underpass provides the only grade-separated crossing of Hwy 10 along the 1.6-mile corridor.
