Accept Junk Abatement and Long Grass abatement proposals for the 2008 calendar year.
BackKround/Discussion
The City Council authorized the request for proposals (RFP) for junk and long grass abatement on
February 19, 2008. The RFP was published on the League of Minnesota Cities web site the month of
March, and in the Star News for two weeks in March. Proposals were requested by March 31, 2008.
Staff received 6 proposals for long grass abatement, and 3 for junk abatement. The City requested proof
of insurance and workers compensation insurance. After review of the costs proposed, their insurance,
and their ability to complete the work, staff is recommending the following companies, believing that they
will satisfactorily meet the requirements at a reasonable cost to the City property owner. In the review of
the proposals, most companies proposed an hourly charge, and a minimum charge. Staff considered the
minimum charge for comparison purposes.
Junk Abatement (Removal of junk and debris, trash in violation of the City's ordinances):
Complete Grounds Maintenance, Ron Youngdale, $35/hour, $70 minimum charge
Lawn Abatement (Cutting and removing long grass in violation of the City's ordinances):
Suburban Lawn Service, Diana Heaney, $50/hour, $50 minimum charge
Financial Impact
None. Fees incurred will be billed to the property owner, and if unpaid, will be assessed to the taxes.
