3. ioint Worksession to Discuss Future Work Projects
Ms. Mehelich presented her staff report.
The HRA Commission discussed the following topics and asked the Council fox guidance
on how they should proceed with future projects and goals.
• Downtown (village) azea housing properties: whether to acquire and how to acquire
when they came up for sale.
• What should be done for affordable & rehabilitative housing? Spedfic definitions of
affordable housing and the type of structures that qualify.
• Partnering opportunities.
• Funding sources.
• On hold with downtown redevelopment plan until TH 169 & TH 10 study completed
• (north of the railroad tracks).

The Mayor suggested the HRA explore some of the following partnership opportunities: •
• Greater Minnesota Housing Association
• Central MN Housing Partnership
• Greater Minnesota Housing Fund-has program for education HRA's.
• MetroPlains
• Fringe community funding programs
• Green Communities funding options that could tie into Energy City
• MN Housing
She stated buy-in is needed from the community and some of the organizations listed above
have the experience of building consensus in communities for affordable housing projects.
The Council suggested the following projects be considered:
Townhouse project area along Jackson Avenue near the Boys & Girls Club and Lions
Pazk. She stated this has been a difficult spot for development to occur due to the
amount of soil correction needed.
Houses along Jackson Avenue.
Tazget has stated they would be leaving the dty in fall 2008 and concern was expressed
with the uncertainty of the building.
The HRA stated they could create a list of projects they want to see accomplished and then
work with the Council on plugging some of the projects in with available funding. The HRA •
stated they would utilize partnership opportunities to gather more information and keep the
Council posted.
