Approve changes below to the Board and Commission Policy.
Background/Discussion
On December 3, 2007, the Council requested a change to the Board and Commission Policy clarifying
which vacancies need to be advertised. Below is the suggested wording for the Policy:
2. Notification of Openings
Except for openings filled by Mayoral appointment, board and commission expirations and
vacancies will be advertised in the Elk River Star News, The Cumnt newsletter, ERtV 12, and
the city web page site.
Per an Attorney General opinion issued through the MN Department of Administration, Information
Policy Analysis Division, a vote should not be conducted through secret ballot and wouldn't meet the
intent of the Open Meeting Law in allowing the public to observe the decision-making process and to
know the Council's intent on issues. Below is the suggested change to the Policy:
3. Appointments
The Council will review all applications. Applicants will be interviewed by the City Council
to make board and commission appointments and reappointments. This proccss """ill bc
