The City will replace all occupied and vacant livable low /moderate income dwelling umts dem.ohs ed or converted to a use other than as low/ moderate income housing connection with an activity with ids provided under the Dousing and Community Development ,pct of 974, as amended. All replacement hour g wM be provided within three years after the commencement of the demolition or conversion. Before entering mto a contract com=tt€ g the City to provide ids for m activity that wffi directly result in such demolition or conversion, the City will make public and submit to the Minnesota Department of Employment and Economic Development, Business and Community Development Division the following mform.ation in Wn'tingo I. A descrlpdon of the proposed assisted activity; 2. The location on a map and number of dweEing units by size number of bedrooms) that will be demolished or converted to a use other than as low /moderate income dwelling units as a direct result of the assisted ac vide ; time schedule for the commencement and completion of the demolition or conversions; 4. A Vacant livable dwelling unit is a unit that is in standard condition or has been raised to standard condition, suitable for re a iEtadon.; or in dilapidated condition and occupied less than a year from the date of the grantee agreement. Lvable dweRing u t is a unit that is in standard condition or has been ta'sed to a standard from a substandard condition, suitable for rehabilitati on. A Standard livable dwe ng unit is a weU -butt unit with adequate space for persons Living here. There are no a "or defects in the structure and only or maintenance is required. Such dwelhng will have the following characte isdcs: reliable ,rood's; sound wells and oundadons; adequate and stable floors, waUs and ceings; surfaces and woodwor k that are not seriously damaged nor have amnt detedoradon; sound windows and doors; adequate heating, plumbing, and electrical systems which do not present safety hazards; adequate insulafion for local climatic conditions; and is Mn comp ance with local building and housing codes.
