MEMORANDUM

Mayor and City Council
Pat Klaers, City Administrator
February 26, 2001
Meeting Schedule
The City Council is reminded that on March 1, 2001, at 4:00 p.m., there will
be a meeting in the Elk River Training Room of a citizen community center
committee. This committee is a result of the Operation ER town meeting that
was held last fall. As you may recall, approximately 115 individuals attended
this town meeting and identified a community center as a number one need
of the community. This citizen committee has met a number of times.
Councilmembers Motin and Tveite attended one of the recent meetings, and I
attended the last two.
The Council is requested to consider calling the Monday, March 26, 2001
meeting for 5:00 p.m. If this is acceptable, dinner will be provided and Rusty
Fifield from Ehlers will begin his presentation while Council (and staff) are
eating. Rusty is all right with this approach as the first part of his work with
the Council on March 26 is simply giving information with a PowerPoint
presentation. Rusty has indicated that he needs about two hours with the
City Council for the first meeting in our Key Financial Strategies
process...The reason for this request to meet at 5:00 p.m. (rather than our
normal time of 6:00 p.m.) is that the School Board is joining us for a joint
meeting at 7:00 p.m.
Earlier this month, the Mayor, Finance Director Lori Johnson, and I attended
a YMCA staff meeting when the 2001 Elk River YMCA study was presented.
The survey study results are positive and we have been working on
identifying the best method to present this information to the public. The
consensus of the YMCA and the City is to have a public informational
meeting on Thursday, March 29, 2001, at the Boys and Girls Club. The

meeting would begin at about 5:30 p.m. with presentations beginning at
about 6:00 p.m. It is expected that things would rap up after a
question/answer session by 7:30 p.m. Invitations will be mailed out and
RSVP would be requested (even from the public that would want to attend) so
that we can get a sense of the projected attendance. We believe the Boys and
Girls Club gymnasium will be large enough but if a huge attendance is
expected we could possibly move to a school setting. One purpose for this
update to the Council is to have you put this date/time on your calendar and
to call a special meeting if a quorum is going to be present.
