The developer is strongly interested in commuter rail and believes that this site will support transit and that transit will support this proposal. Discussions have reached the point where the developer team has produced a concept plan and would like the Council's input on the proposal. The developer will be submitting a formal application to the City to develop this property for the March 27th Planning Commission meeting. The developers are requesting input from the Council regarding the concept plan and are willing to make themselves available for a special meeting. Based on the current Council schedule, the next available meeting date would be March 5, 2001. The developer has contacted the Commissioner of Transportation, Elwyn Tinklenberg, expressing their interest in transit-oriented development and requested assistance. He will also be contacting Senator Ourada and Representative Anderson regarding the same. The attached concept plan includes a mix of residential, office and commercial uses. The residential component will be a mix of townhomes, condominiums and market rate apartments. The townhouses are proposed to be a mix of back-to-back and row house styles. The condominiums will be comprised of several multi-story buildings overlooking a large wetland. The office and commercial components will be located near the front of the site, along Twin Lakes Road and also adjacent to the station site on the west side of Twin Lakes Road. Most of the site, approximately 40 acres, will be residential; approximately 14 acres will be commercial/office and about 15 acres is wetland. This proposed development requires expanding the urban service boundary to include the east half of the property, which is currently outside the urban service area. The applicant is proposing the rezone the property from Rla (Single Family Residential) and I1 (Light Industrial) to a Planned Unit Development (PUD), which will require platting the property and a conditional use permit. The land use designation will also have to be changed from LI (Light Industrial) and LR (Low Density Residential) to land use designations that reflect the proposed uses in the PUD. 13065 Orono Parkway · P.O.
