Background/Discussion Representatives from Great River Energy will be present to give an update on the peaking plant project and explain the request to haul heavy equipment on City streets. Public Works Director Terry Mauxex has reviewed the route with Great River Energy and feels their request is reasonable. A&B Welding of Elk River is selected for the Tank Upgrades contract. Adolfson & Peterson of St Louis Park is selected for the building contract. Building permit submittals will take place following the normal City procedures. Harris Companies of St Paul is selected for the general construction contract. A&B Welding of Elk River is Harris' selected subcontractor for iron work. GRE and the Minnesota Pollution Control Agency (MPCA) are working together to finalize the draft air permit. The air permit remains the pacing item for start of construction this spring. Earliest start of construction is June 9. See separate summary attached regarding the air permit. In the House, the Elk River peaking plant personal property tax exemption bill has been included in the House Omnibus Tax Bill. The Senate has already passed its version of an Omnibus Tax Bill and it did not include the Elk River peaking plant personal property tax exemption. Northern Natural Gas Company has begun contacting property owners regarding easements for their natural gas pipeline. The project Commercial Operation Date remains May 1, 2009 1 of 4 GREAT RIVER ENERGY Elk River Peaking Station May 5, Zoos Heavy Haul Two large critical pieces of equipment will be delivered via railroad to Great River Energy's site. The heavy equipment delivered includes: Combustion Turbine 0 475,000 pounds o Delivery from: Hamilton, Ontario Generator 0 600,000 pounds o Delivery from: Charlotte, North Carolina The current location for the rail off loading has been sited at T.J. Potter Trucking Company located in Becker, MN. The current schedule for the delivery to Becker Rail Spur: o Combustion Turbine Delivery Date: Approximately May 29, 2008 o Generator Delivery Date: Late June, 2008 Vic's Heavy Haul Company has been hired by GRE to perform both heavy hauls from Becker to Elk River. The heavy haul road path will start from Becker's siding just off of Liberty Lane and Hwy 10, continue on Liberty Lane to 140th Ave SE, run east on 15Th Street, and turn south on Park Blvd SE which turns into CR-14. From CR-14, the heavy haul will continue to CR-30 and then turn into Mississippi Rd NW in Elk River, which turns into Main Street. Then, the heavy haul will get off Main Street at 4'h St NW and onto Railroad Drive NW. The heavy haul will continue on Railroad Drive NW which will lead into Great River Energy's Campus. Along Mississippi Rd NW which turns into Main St, a bridge near City of Elk River Utilities Maintenance Buildings will need to be crossed during the heavy haul for both pieces of equipment. GRE received approval by the City of Elk River Engineer and Street Department to conduct a bridge review that would evaluate the bridge's capacity and make recommendations to equipment required to cross the bridge. GRE has coordinated with Vic's Heavy Haul Company and Earth Tech to perform a bridge engineering rating review. The review has been completed by Earth Tech and returned a positive rating for this bridge and the heavy haul loadings. 2of4 GREAT RIVER ENERGY Elk River Peaking Station May 5, 2008 Air Permitting Summary GRE and the Minnesota Pollution Control Agency (MPCA) are working together to finalize the draft air permit. A 30-Day Public comment period on the draft air permit will begin within 2 weeks. Notice will be published in the Star Tribune and the Elk River Star News. No public meetings are planned. The air permit will authorize construction and operation of the Combustion Turbine. The air permit for the entire campus is expected to be reissued within a year. Air Emissions Risk Analysis: • An air emission modeling and health impacts study was required for the air permit. • The study is based on permitted emissions levels. The RDF plant actual emissions rate is -20% of the permitted levels. • The study shows that impacts from the combustion turbine are below Minnesota Department of Health (MDOH) guideline thresholds. • The study shows that residential impacts from the existing RDF combustor are below MDOH thresholds. • The study shows that cancer risks due to the existing RDF combustor would exceed MDOH thresholds if there were any "subsistence farmers" located west of the plant on the other side of the Mississippi river (City of Otsego). This area is currently zoned agricultural. The City of Otsego's Comprehensive Use Plan and Future Land Use map lists this area as commercial/residential. • The primary exposure route for the elevated farmer risk is through the consumption of beef and dairy products produced onsite.
