Adoption of the attached resolution accepting the bid and authorizing the execution of the
contract fox the Jackson Avenue/School Street intersection improvement.
Background/Discussion
The City Council authorized the advertisement fox bids at your March 17, 2008 meeting. Bids
were opened on Tuesday, April 15. There were a total of five bids received. A copy of the bid
tabulation is attached and the following table lists the five bidders and their total bids.

As a xexnuidex, the improvement includes adding left turn arrows to southbound Jackson Avenue
and westbound School Street. In addition, it includes adding a right turn lane fox southbound
Jackson Avenue. These improvements require the moving of the signal pole in the northwest
corner of the intersection, along with the control panel at that location. An easement was
necessary from the School District to facilitate the construction of the right tum lane and the
moving of the signal equipment. The easement has been received from the School District.
It is impartant to note that the existing signal will be out of operation fox a few weeks as the
improvements axe completed. During that time, the intersection will operate with afour-way stop
sign control. To obtain a cost, we bid as an alternate, a temporary signal system in lieu of an all-
way stop sign control. The alternate bid cost is $23,500. We believe the intersection will operate
safely and effectively duxuig construction with stop signs; therefore, we axe not recommending
the award of the temporary signal system.
W.B. Miller, Inc. has previously successfully completed similar projects in the City of Flk River.
Therefore, we would recommend award to them as the lowest responsible bidder.

Financial Impact
The 2008 Capital Improvement Plan (CIP) has earmarked $350,000 fox the total project cost at
this intersection. Based on the low bid, the previously ordered signal equipment in the amount of
approximately $17,000 and the expended and estimated overhead to accomplish the project, it is
anticipated the total project cost will come in between $180,000 and $185,000, well below the
programmed CIP amount.

RESOLUTION 08-
A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION ACCEPTING BID AND AUTHORIZING
EXECUTION OF CONTRACT IN THE MATTER OF THE
JACKSON AVENUE/SCHOOL STREET INTERSECTION IMPROVEMENT OF 2008
WHEREAS pursuant to a City Council Resolution 08-20, passed at the March 17, 2008 meeting,
competitive bids were solicited and received Eor the Jackson Avenue/School Street
Intersection Improvement and
WHEREAS the City Council has considered the amount of the bids and the responsibility of the bidders
and determined that W.B. Miller, Inc. is the lowest responsible bidder;
NOW, THEREFORE, BE IT RESOLVED by the Ciry Council of the City of I;llc River, Minnesota:
1. The Mayor and City Adtninistratox axe authorized and directed to execute, on behalf of the City, such
contract with W.B. Miller, Inc., as is approved by the City Attorney, for the completion of the
Jackson Avenue/School Street Intexsecdon Improvement according to the approved plans and
specifications designed by City Council Resolution.
2. I'he City Administrator is authorized and directed to forthwith retuen to all bidders the deposits
made with their bids upon execution of the contract specified above.
