Action Requested
Staff recommends that the Board of Adjustments recommend approval of the Variance request with the
following conditions:
1. The front yard setback (west property line setback) shall be 20-feet for any portion of
the existing structure, as constructed at the date of approval of this request, which
lays within the established C3 zoning setback requirements.
2. The side yard setback (north property line setback) shall be 25-feet for the existing
structure, as constructed at the date of approval of this request.
3. Any future expansions or new structures shall meet the established C3 zoning
setbacks.
Background/Discussion
In May of 2005, the Final Plat of Carson Business Park was approved by the City Council. In May of
2006, staff approved the site plan for the structure on the subject property.

SUBJECT: Site Plan Review Meeting of Wednesday, April 9, 2008
The site plan review committee inet on Wednesday, April 9, 2008 and I would like to make
the following comments:
1. Variance to Lot Size - V08-04 Ray Christensen
The Fire Department has no concerns.
2. CUP Horses - CU 08-10 Pam Rorwick
The Fire Department has no concerns.
3. CUP Mining - CU 08-08 Jason Bebeau
The Fire Department has no concerns.
4. CUP "Amendment" - CU 08-09 Alliance Church
The Fire Department has previously met with the applicant Alliance Church and
discussions surrounded emergency vehicle access to the proposed site. The current
site plan dated 3/6/08 shows one entrance and exit to the proposed site located on
the west side of the property. This single access is a Fire Department concern for
emergency vehicle access and shall be addressed. A single emergency vehicle access
to the proposed site was expressed as a Fire Department concern in our previous
conversations and meetings with Alliance Church representatives.
Variance Setback - V08-05 HJ Development
The Fire Department has no concerns at this time.
6. Site Plan Review - SP 08-07 Sportech
One additional fire hydrant shall be located on the southeast area of the proposed
new Sportech building as designated to Terry Mauer, Public Works Director.
The applicant Sportech is proposing a 40,000 square foot future addition and the
applicant must plan for and maintain a Fire Department access road into their future
expansion considerations. The addition must include a designated fire lane as
approved by the Elk River Fire Department. The new 80,000 square foot Sportech
building has acceptable designated fire lanes and any future expansion must also
include designated fire lanes as approved by the Elk River Fire Department.
