1. .Call Meetina To Order
Pursuant to due call and notice thereof, the special meeting of the Elk River City
Council was called to order at 7:00 p.m. by Mayor Duitsman.
2. Consider A.qenda
COUNCILMEMBER SCHEEL MOVED TO APPROVE THE MARCH 12, 1996 COUNCIL
AGENDA. COUNCIl. MEMBER FARBER SECONDED THE MOTION. THE MOTION
CARRIED 4-0.
3.1 Consider Comprehensive Transportation Plan, Public Hearin.~
Terry Maurer, City Engineer, presented the Comprehensive Transportation Plan
and the transportation study which was passed by the Planning Commission fo
the Council.
Mayor Duitsman opened the public hearing at this time.
Ore Sachs, 13337 Meadowvale, stated he is not in favor of the Transportation
Plan.
Mike Chamber, 20188 Pascal St., questioned whether the Transportation Plan is
good for the City of Elk River. The Council should serve the people, not the
corporations or themselves.
Dave Anderson, 14845 County Road 30, stated he understands the need for long
range planning. The Steering Committee recommended involving other cities
and townships. Mr. Anderson recommended approving what the Steering
Committee proposed.
Clair Olson, 10476 205th Avenue, expressed concern on the future sale of his
property and stated the Transportation Plan would greatly affect his property.
Councilmember Dietz arrived at this time (7:35' p.m.)

Denise Henflcks, 11337 205th Avenue, is concerned os to what the Council really
wants. Ms. Henricks asked why the Council should propose something we do
not need.
Mark Marlin, 11063 205th Avenue, stated we need to look of smaller upgrades
of the existing roads. Mr. Martin suggested the Transportation Plan needs to be
studied more.
Loren Schumacher, 14380 190th Avenue, stated he is an engineer and if has
been his job fo look at planning and engineering reports. Mr. Schumocher is not
in favor of this plan and suggested there should be further studies.
Sue Arnold, 20328 Smith St., stated she has been o resident for over 30 years
and would like a piece of the country to stay in Elk River.
Roger Eboo, 18880 Boston St., owns 80 acres and is concerned for the 4 lanes
going through his property. Mr. Eboo would not be able to afford the
assessments.
Robin Tuttle, 13324 Ranch Road, expressed her concerns and wondered who we
are looking ahead for. Ms. Turtle stated it seems like the City is trying to assess
everyone out of their land for big business.
Mark Olson, 18784 Yanldon, stated if a bridge goes in by his property it will go
dght over the top of his house.
Piotr Bednarsld, St. Louis Park, Biathlon Coach, stated that of every ski trail he has
seen around the country, Woodland Trails is one of the best. Woodland Trails
Park is an asset to this community as compared to any international ski trail.
Klm Pact, 14290 205th St., is a new resident. The reason her family moved to Elk
River was to get away from traffic. Ms. Pact stated the road will mainly consist of
big trucks.
Unda Allen, 20460 Meadowvale, is also a new resident who moved here from
South Minneapolis. Ms. Allen rides her horses and her kids ride their bikes in their
neighborhood without any worries. Ms. Allen feels this road will generate more
truck traffic.
Scott Brobeck, 13822 211th Avenue, entered into the record a letter he received
from Terry Humbert, State of Minnesota Department of Transportation.
Arne Engsfrom, 20800 Meadowvale, expressed how proud he is of Elk River. Mr.
Engstrom has lived here all his life and dedicated most of his life to the City of Elk
River and trusts the decision of the Council members.
Dave Schwarting, Sherburne County Engineer, Mr. Schwarting stated the County
is still working on their transportation plan. The City has been involved in the
County process. Mr. Sahwarting also stated there will always be someone who is
going to be affected and the County and City need to do projects as the City
grows.

Mike Niziolek, handed out information regarding the biological qualities for
Woodland Trails Park.
Bob Bowersox, 13431 Country Road 32, stated he feels the citizens voices are
not being heard. Mr. Bowersox recommended approving what the Steering
Committee proposed and stated that the City should work with our sister cities
and townships.
Dan Shelic, Crime Prevention Specialist, Minneapolis Police Dept., informed the
Council of the statistics regarding an increase Jn "stranger" (non-resident) traffic
which may create more crime.
Mayor Duitsman recommended the Council study the comments and have a
future worksession.
Mayor Duitsman closed the public hearing at 9:26 p.m.
Councilmember Holmgren expressed his concerns and stated the Council needs
citizen involvement not at the end of the project, but at the beginning.
Councilmember Scheel stated she was anxious to hear her neighbors
comments.
Councilmember Father appreciates Scott Brobecs comments, supports moving
forward with the Transportation Plan, and hopes more people step forward.
Adjournment
There being no further business, COUNCILMEMBER FARBER MOVED TO ADJOURN
THE MEETING. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE
MOTION CARRIED 5-0.
The special meeting of the Elk River City Council was adjourned at 9:35 p.m.
