was called to order at 6:00 p.m. by Vice-Mayor Holmgren.

COUNCILMEMBER SCHEEL MOVED TO ADOPT THE PROCLAMATION FOR OLDER
AMERICAN'S MONTH. COUNCILMEMBER DIETZ SECONDED THE MOTION. THE
MOTION CARRIED 3-0.
Councilmember Scheel read the Elk River-Rogers VFW 50th Anniversary
Proclamation that the City Council approved on April 11, 1996.

Consider Hirinq Tushie-Mont.qomery Associates, Inc., as Architects for Northbound
Liquor Store Project
Pat Klaers, City Administrator introduced the proposal from Tushie-Montgomery
Associates, Inc.
COUNCILMEMBER DIETZ MOVED TO HIRE THE ARCHITECTURAL FIRM OF TUSHIE-
MONTGOMERY & ASSOCIATES, INC., FOR THE NORTHBOUND LIQUOR STORE
PROJECT. COUNCILMEMBER SCHEEL SECONDED THE MOTION. THE MOTION
CARRIED 3-0.
Consider Resolution Desiqnatin.q Cedain City Streets as Municipal State Aid Routes
COUNCILMEMBER DIETZ MOVED TO ADOPT RESOLUTION 96-22, A RESOLUTION OF
THE CITY OF ELK RIVER REVOKING MUNICIPAL STATE AID STREETS. COUNCILMEMBER
SCHEEL SECONDED THE MOTION. THE MOTION CARRIED 3-0.
COUNCILMEMBER $CHEEL MOVED TO ADOPT RESOLUTION 96-23, A RESOLUTION OF
THE CITY OF ELK RIVER ESTABLISHING MUNICIPAL STATE AID STREETS.
COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 3-0.
Senior Citizen Annual Report
The 1995 Senior Citizen Annual Report was presented by Sue Kostanshek, Senior
Center Coordinator.
Fire and Ambulance Annual Report
The 1995 Fire and Ambulance Annual Report was presented by Bruce West, Fire
Chief and Steve Dittbenner, Ambulance Coordinator.
Open Mike
Dwight Kirkeide, 11230 173rd Avenue expressed his concerns that he does not
want to be forgotten regarding his street concern.
Pat Klaers, City Administrator, stated the city attorney is working on the issue.
Bruce West, Fire Chief stated all emergency personnel is aware where Mr. Kirkeide
is located and he will meet with Gary Peterson, Sherburne County Dispatch and
Mr. Kirkeide to get his location on the computer for dispatch purposes.
Other Business
Councilmember Scheel would like to enter into the record a letter received from
Mark Martins, 11063 205th Avenue stating Mr. Martins would like to be a citizen
involved in the Elk River transportation planning process.

There being no further business, COUNCILMEMBER DIETZ MOVED TO ADJOURN THE
MEETING. COUNCILMEMBER SCHEEL SECONDED THE MOTION. THE MOTION
CARRIED 3-0.
The meeting of the Elk River City Council was adjourned at 7:28 p.m.
