At the last City Council meeting, a request was made for the Council to
consider a variation of the "curved" intersection option. The curved option is
the one preferred by the Dodge Avenue business owners. Please see the
attached memo from the City Engineer on this option and request.
I believe that the Council is down to basically two different intersection
options for improvements in this vicinity (see attachments). The request
from the last meeting related to adding a stop sign to the curved option. If
this option and request is approved, it is easier to remove stop signs in the
• future than it is to reconstruct the intersection.
The City is in a holding pattern at this time regarding improvements to this
intersection in spite of the fact that the Engineer has been directed to do
more work on this project. If the curved intersection is not selected by the
Council, I don't believe that the City will receive a valid petition for
improvements along Dodge Avenue. If this is the case, then any Dodge
Avenue project needs to be authorized by four-fifths Council majority. The
City would then do the assessment hearing and wait for the appeal
timeframe to expire before proceeding with the project.
Also, at this time the City has not entered into any developers agreement
with the developers of the commercial proposal. The developers prefer the
"T" intersection option. Without an agreement, assessments to this property
for intersection improvements may be necessary.
Besides the commercial project and the existing businesses, we also have the
Elk Hills and Deerfield homeowners to consider. These people prefer the "T"
intersection option.
Finally, the City Council has to keep in mind the financial constraints of the
• City in doing any improvement project in this vicinity. The City cannot

afford to finance any more than 50 percent of this total project. The City's 50
• percent of Fifth Street, Dodge Avenue, and Elk Hills Drive approaches
$300,000. This expenditure, as the Council has previously discussed, makes
financing of future street improvements in other parts of the City very
difficult for a few years.
We are talking about the 5th Street, Dodge Avenue, and Elk Hills Drive
improvements as one project. However, we may end up doing either the 5th
Street/Dodge Avenue part of this project without doing major improvements
to Elk Hills Drive or just the reverse - we may do a major Elk Hills Drive
improvement project and not do anything of significance to the 5th
Street/Dodge Avenue area. Under ideal conditions we would do the entire
project, but it could be an either/or type of situation.
No action is requested on this item by the Council. A decision on which type
of intersection should be constructed can be made after the public hearing on
this proposal.
