04-30-1996 CC MIN - BOR MEETING OF THE ELK RIVER BOARD OF REVIEW HELD AT THE SHERBURNE COUNTY GOVERNMENT CENTER MONDAY, APRIL 30, 1996 Members Present: Members Absent: Staff Present: Mayor Duitsman, Councilmembers Farber and Dietz Councilmember Scheel -- Councilmember Holmgren did not serve on the Board of Review because he is employed by the County Assessor's Office Sandy Thackeray, City Clerk; Ty Bischoff, County Assessor; Jerry Kritzeck, Commercial Assessor; and John Cullen, Residential Assessor Call Meetin.q To Order Pursuant to due call and notice thereof, the meeting of the Elk River Board of Review as called to order at 6:05 p.m. by Mayor Duitsman. The following individuals appeared before the Board of Review. 1. Clem Darkenwald of Darkenwald Family Partnership - 75-134-4112 Land Valuation - $165,000 Building Valuation - $83,200 Total ............. $249,000 Mr. Darkenwald indicated that he has just sold the property for $165,000. He also indicated that 2,000 square feet of the property was lost to an easement for extending the right turn lane. He questioned how the property could be valued at $249,000 when he could only sell it for $165,000. After consideration of the situation, the Council consented to lower the value of the property to better reflect the sale price. COUNClLMEMBER DIETZ MOVED TO LOWER THE TOTAL VALUATION OF PARCEL 75- 134-4112 TO $175,000. COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION CARRIED 3-0. 2. Tim Neary - 75-427-0210 and 75-427-0220 75-427-0210 - land and building valuation - $254,000 75-427-0220 - land valuation - $45,000 Total .......................... $299,000 Mr. Neary indicated that he recently purchased both parcels for $240,000. He reviewed an appraisal of the property done by Marquette Bank. Marquette appraised the property at $251,000. Mr. Neap/questioned the discrepancy in the assessors valuation versus the sale price and appraisal. Board of Review Minutes April 30, 1996 Page 2 Assessor Jerry Kritzeck indicated that he did not feel that the value of the land could be lower than $45,000 because all of the surrounding lots are valued the same. Mr. Neary indicated that the building was very old and suggested that the assessor visit the building. COUNCILMEMBER DIETZ MOVED TO POSTPONE ACTION ON THIS ISSUE TO ALLOW THE ASSESSOR TO VISIT THE BUILDING FOR APPRAISAL. COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION CARRIED 3-0. Denny Chuba - 75-131-2301 - Assessed Valuation - $60,000 Mr. Chuba indicated that he just recently purchased the property for $45,000. He indicated the property has been on the market for several months. He also indicated that the city will not allow any development of the property until sewer and water is brought to the area. It was the consensus of the Council fo lower the assessed value due to the fact that the property cannot be developed at this time. COUNCILMEMBER DIETZ MOVED TO LOWER THE ASSESSED VALUE OF PARCEL 75- 131-2301 TO 553,000. COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION CARRIED 3-0. Don Spoils - 75-522-0318 Mr. Sports signed in but did not appear before the Board of Review. Adjournment There being no further business, COUNCILMEMBER FARBER MOVED TO ADJOURN. COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 3-0.
