Background/Discussion
At the April 30, 2008, Board of Appeal and Equalization meeting, there were several pxoperdes that the
Board directed the County Assessor to review. County Assessor Gerald I~xitzeck and his staff will be
present at the May 19 reconvene meeting of the Board of Appeal and Equalization to review and update
the Board on those pxopexdes. Attached is a summary of the appeal and action taken by the Board at the
Apxi130 meeting

,Properties continued to reconvene meeting of Board of Appeal and
Equalization on Mawr 19. 2008:
1. Troy Segora, representing owner Connie Saxton, Parcel Identification Number 75-728-0172
Mr. Segora indicated that the estimated market value on his townhome is $192,300. He explained
that there is a high vacancy rate in the townhomcs in his development He noted that a Urand new
end unit townhome in his development is currently fisted fox $169,000. He would like to see his
market value decreased.
Mx. Olson explained that he believes this is a development issue but was not comfortable making a
decision on just one property. Mx. Olson added that the land value could be a little high but he
believes the total value is reasonable fox the area.
The Board directed LV1r. Olson to review the land value and report back at the reconvene Board of
Appeal meeting.
2. Brad Shepard, Parcel Identification Number 75-766-0140
Mr. and Mxs. Shepard explained that the current value of their home is $1,032,700 and they believe
that is excessive.
Ms. Quinn stated that she has made multiple attempts but has been unable to enter the property to
conduct an appraisal. Ms. Quinn explained that when access is not allowed she must make
assumptions on quality and construction in order to value the home.
Mx. Kritzeck indicated that by statute the board cannot act on this parcel until access has been
granted.
Ms. Quinn provided her contact information to Mr. and Mxs. Shepard and they agreed to call hex fox
an inspection. It was noted that the inspection must be completed prior to the date the board
reconvenes.
3. Richard Pool, Parcel Identification Number 75-431-0410
Ms. Quinn presented a letter from Mx. Pool appealing his value. She stated that she has an
appointment with Mx. Pool to review his property.
4. David Roseland, Parcel Identification Number 75-405-1810
Mr. Roseland was present to appeal the proposed market value on lux pxopexry. Ms. Quinn noted
that access to the pxopexry has not been granted.
Ms. Quinn provided her contact information and blr. Roseland agreed to contact her for an
appointment fox reassessment.

5. Peggy Kaproth, Parcel Identification Number 75-409-0635
Ms. Kaproth indicated that this is a vacant lot that she purchased at auction. She stated that the 42%
increase in market value is excessive.
Mr. Olson explained that he reassessed all of the properties on the river in that area. He admitted he
had trouble with figuring out a land scheme because the lots had been underassessed in previous
years.
Councihnember Gumphxev questioned why an increase in value of a property that has been
underassessed is not spread out over a couple years. Mx. Olson explained that he cannot ethically
spread it out. He noted that the value is not raised simply because it has been underassessed but
because that is what it is worth.
Mayor Klinzing questioned if the lot can be reviewed to evaluate its condition. Mr. Olson indicated
he will review the property and report back to the board at the reconvene meeting.
6. Kenneth Dehn, Parcel Identification Number 75-733-0210 and 75-733-0215
Mr. Dehn submitted a letter appealing his market value. He explained that his business is currently
closed and has no tenants and he would like a reassessment.
Mx. Cullen indicated he will reassess the property and report back at the reconvene meeting.
Jeffrey Day, Parcel Identification Number 75-523-0230
Mx. Day submitted a letter appealing his market value.
The property will be reassessed and the appraiser will report back at the next meeting.
8. Mark Pendergast, Penmar Properties, Parcel Idendfication Numbers 75-133-1115 and 75-133-
1100 (Elk Crossing, LLC)
Mr. Riley presented a letter from Mr. Pendergast appealing his values on the above mentioned
apartment buildings. Mx. Riley explained that the appraisers were not able to review the properties
until yesterday. He stated that he would recommend this item be continued to the reconvene meeting
so the owner has time to respond to the rental data survey that has been sent out.
