SUBJECT: City Wide Gravel Mining Update
In May of 1994, the City of Elk River completed an Environmental Impact
Statement (EIS) on mineral excavation, city wide. At the time there were
nine mineral excavation companies that owned or leased approximately 2,500
acres within the city limits. The property owned or leased by these
companies was incorporated within the mining district boundaries for the
purpose of the Environmental Impact Statement.
As part of the environmental impact statement, the gravel mining companies
agreed to get all permits (federal, state and city, including conditional use
permits) up to date. On the attached map, the areas denoted as active gravel
mines are required to have conditional use permits.
The following is a summary of the conditional use permit status of all the
active mines:
1. Barton Sand and Gravel-Current
- East side of Proctor Avenue, CUP approved on November 3, 1980, for
twenty years.
- West side of Proctor Avenue, CUP approved on March 16, 1992
2. Baurerly Brothers-Current
- CUP approved August 20, 1990
3. Elk River Bituminous-Current
- CUP approved May 21, 1984, for twenty years

4. McCrossan Construction-Not Mining
- Not currently mining, will require conditional use permit to do so.
5. Midwest Asphalt-Current
- CUP approved May 18, 1981, for twenty years
6. Northern Con-Agg (Recently purchased by Shiely Company)-Current
- CUP approved May 15, 1995
7. Plaisted Companies-Current
- CUP approved September 27, 1994
8. Shiely Company-Current
- CUP approved September 19, 1994
9. Straightline Excavating-Pending
- Pending CUP
Summary
City staff is pleased to announce that once Straightline Excavating has
successfully completed the CUP process, all active mineral excavation mines
within the City of Elk River will have up to date permits.
