Bids for the Wastewater Treatment Facility Upgrade project were opened on
December 14, 1995, and presented to the City Council at their January 15 CIP Workshop.
For your information the bids are tabulated below.

There were a total of nine bids received for the project. The successful lowest bidder was
Gridor Construction, Inc., whose bid was $3,292,900. Their bid was well below the estimate
for the project as we discussed at the workshop. The competitiveness of the market was
apparently reflected in both the number of bidders and the prices for this project.
In 1994, Gridor Construction, Inc., completed the Interim Upgrade project for the Elk River
wastewater treatment plant. This upgrade is the continuing effort of the Interim Upgrade for
the expansion of the wastewater treatment plant from its current 1.04 million gallons per day
capacity to 2.20 million gallons per day.

Based on Gridor's familiarity to the existing site conditions and the quality of work they
performed on the Interim Upgrade project, we would recommend award of the contract to
Gridor Construction, Inc. Attached is a draft resolution which accepts the bid and authorizes
execution of a contract with Gridor Construction.

RESOLUTION 96 -
A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION ACCEPTING BID AND AUTHORIZING
EXECUTION OF CONTRACT IN THE MATTER OF THE
WWTF UPGRADE OF 1996
WHEREAS,
pursuant to City Council direction, competitive bids were solicited and
received for the WWTF Upgrade as set forth in the bid tabulation
attached hereto and incorporated herein by this reference; and,
WHEREAS,
the City Council has considered the amount of the bids and the
responsibility of the bidders and determined that Gridor Construction,
Inc., is the lowest responsible bidder; and,
WHEREAS,
the City Council has reviewed the revenue and expense projections of the
Wastewater Treatment System fund and has determined that this project
is financially feasible; and,
WHEREAS,
a Declaration of Official Intent (as required by Treasury Regulations,
Section 1.150-2 under the Internal Revenue Code of 1986, as amended)
stating that the City expects to sell bonds for this project was signed on
October 23, 1995.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:
The Mayor and City Administrator are authorized and directed to execute, on behalf
of the City, such contract with Gridor Construction, Inc., as is approved by the City
Attorney for the completion of the WWTF Upgrade according to the approved plans
and specifications.
The City Administrator is authorized and directed to forthwith return to all bidders
the deposits made with theft bids upon execution of the contract above specified.
Passed and adopted by the City Council of the City of Elk River this 22nd day of January,
1996.
