SUBJECT: Community Recreation Board Update
Councilmember Roger Holmgren is our city representative on the Community
Recreation Board. At this January 22 City Council meeting, Roger is
scheduled to update the Council on the meeting held earlier today at Happy
Chef in Rogers, Minnesota. Attached for your information is the agenda from
that meeting, the December/January Staff Report, and the minutes from the
December 11, 1995, meeting.

Agenda Item Detail
1. Budget Committee '96 budget amendment recommendation' The committee has met and will
present their recommendation. The committee was directed to amend the budget to accommodate
the change as a result of the staff performance recommendation with no increase to the original total
administrative budget.
2. Personnel Committee recommendation of secretarial benefits: The '96 budget allows for this
increase. To date this position has been part-time. The committee has met and will report their
recommendation.
3,) Joint Powers Agreement Update: JA will present the necessary changes as part of our continued
evolution.
4.) Community benefits of Joint Powers Recreation Board' The budget committee and Recreation
Board consider the '96 budget a reflection of success, and supported its' recommendation to increase
our ability to meet projected demands and services. Considering recent issues, staff has recognized
that there appears to be some misinterpretation of value that our efforts provide to the community.
Many aspects of our operations do not necessarily compute to quantifiable data, yet it seems that our
effectiveness is being measured in terms of value based only on matters that are quantifiable. Staff
are implementing systems that will enhance our ability to provide reliable data, yet how do we
determine the real and comprehensive value of all that we accomplish.
JA would like for the Recreation Board to take some time to discuss this matter, and begin to identif,
and determine how our program effectiveness can be comprehensively understood, measured, and
evaluated.

Staff Report
Programming:
- Current / Recent Activities: Mens VB, Women's VB, Sr. High Intramural VB, open gyms, Indoor
walking, open weight room, skating lessons, gymnastics, open gyms, numerous special events, non
school day activities, intramural basketball ( for Jr. & Sr. High ), adult volleyball, adult basketball,
youth volleyball, cheerleading clinic, youth down hill skiing, pillow polo, "Start Smart". Several are
new offerings, and are being provided in new locations.
Program registration began Jan. 6th. The opening of registration generated approx. 100 more
customers than at past opening registrations have netted. JA figured that within our first 11 hours of
registration we dealt with 450 program registrations. That equates to approx. 1 registration every 90
seconds.
We also supervise skating rink warming house staff for the following communities: Otsego, Elk River
(2 sites), and Dayton. The warming houses have been open since approx. Dec. 16th.
Miscellaneous Updates:
- Youth Needs: As reported the past two months, the Elk River Mayor is interested in having the
Community Recreation Board program work with the Community Youth Task Force (Rita Johnson),
and Pam Black (a teen program specialist with Comm. Ed. ) to develop a plan to increase
opportunities for teens ( specifically grades 6-9). The Mayor also asked us to consider how other
community organizations could support these same efforts as well. ( not necessarily in the form of
only funding, but human resources as well). The Mayor would like to hear our proposal the first part
of 1996.
We have since met on two occasions working on a proposal for the mayor.
- Youth Association Co-op: This group involves representatives from Youth Baseball, Youth Soccer,
and Girls Youth Softball ( outdoor programs ). JA has arranged for this group to meet with the Elk
River Park Commission for the purpose of providing input to determine what types of fields should be
a part of the planned development scheduled for construction to begin in spring of 1996.
The associations met with the ERPC in December with preliminary discussion as to planning and
funding support.
JA has also helped them to coordinate their registration plans.
-Office Changes: We are settled. Please feel free to visit. Discussions have again began that suggest
some possible change of location for the CE Center offices.
- Programming Development / Collaborations: (between Comm./Rec. and Comm. Ed.)
Communication between all programming areas from the CE[ Center has thus far been adequate and
we all believe there is plenty to provide to the region in terms of services and support.
We are planning to improve upon what we feel is already strong, and take a fresh look at all that we
do and begin collectively working towards maximizing our strengths and resources to increase our
effectiveness even more.
- Misc. Projects:
- Slide show presentation is in development. Plan to present it soon & "take it on the road". This will
also be an opportune time to "polish" our message about all benefactors of our work and
responsibilities and the value it all provides to the community.
- More consistent use of Community Newsletters, news releases and development of our own
newsletter.
- Resident tracking system via computer
- Outdoor playfield inventory

Attendance: J. Asfahl- Comm. Rec., R. Black - City of Otsego, T. McCrossan - Hassan Township,
S.Slater - City of Dayton, G. Eitel - City of Rogers
Communities absent: Zimmerman, Livonia, lSD 728, Elk River
Chair - Ron Black called the meeting to order at 12:00pm.
Chair R. Black noted that this meeting lacked a quorum. This organization has rarely been
able to meet do to this circumstance.
Attendance by all representatives is crucial to the continued strength of this program.
Those present informally reviewed the agendas reports and business.
All necessary actions will be presented at the next regular meeting.
