INFORMATION ONLY ~'~`r' ~•..~- ver MEMORANDUM TO: Mayor and City Council FROM: Terry Maurer, Public Works Director ~~ DATE: April 7, 2008 SUBJECT: March Downtown Parking Study Results As directed by the City Council, I am presenting in an informational format the results of the March quarterly downtown parking study. The study was conducted on Tuesday, Wednesday and Thursday, March 11 - 13. The following lists the attached figures and a brief description of the information contained on them: • Figure 1 A general layout of the 257 parking stalls surveyed on an hourly basis (8 a.m. to 5 p.m.) for the three days of the study. • Figures 2-4 Summaries of the parking occupancy rate broken down by 25% increments. The results shown on these three figures are very similar to the results from the f itst quarterly study conducted in December 2007. • Figures 5-7 Summary of the long-term parking (defined as the same car in a stall for athree-hour period) for the three days of the study. Again, the results from the March study is very similar to the December results. • Figures 8&9 Graphic representation of the average occupancy rate and average long-term parking rate for the three days of the study. Treasurer's Report: Jim Reported that there is $1833.42 in Treasury Secretary's Report: Amble parking in the first paragraph needs to be changed to ample parking. Roger Moved to accept the amended minutes, Fred Seconded. The minutes were accepted. City Update. Cathy Mehelich was present and told us that the Cities March parking study of the King Avenue Lot showed Ample parking was available for customers and employees. She also told us that the City would be starting work on the streets downtown on Monday April 28th and that she thought that the plan was to close the intersection on Jackson and Main from Monday May 5th to Friday May 16th. Discussion followed that when John Anderson and Terry Mauer had been at our April meeting they had a tentative date to close the intersection the Monday after Mother's Day. The week before Mother's Day is busy downtown and we had asked that they not close the road until after Mother's Day. Wendy will call Terry and verify the dates that the road will be closed. Stephanie Albin from the Park and Rec Department was present at the meeting and explained that the Park and Rec Department will be interested in Partnering with other groups for activities in the Park during the summer. The exception to this is that Rivers Edge Commons Park will be available to rent out for weddings. At this point the City is working with Thursday night concerts co-sponsored by The Bank of Elk River and First National Financial Services, Yoga in the Park co-sponsored by StudiO2. There will be movies offered again in the fall. The park department is looking at selling towels, t-shirts and magnets on concert nights. The Farmers Market will stay at Lake Orono. The Arts Alliance is planning on being open on Thursday nights and having activities prior to the concerts. Banners Downtown: We need to talk to Bryan Adams from the City about putting banners up on the light poles. Once we find out what kind of banners are acceptable we can look at ordering some to spruce up downtown. We should also ask the City of Elk River if they are interested in partnering in this project. The Downtown Elk River Sign on the Chamber of commerce grass needs to be spruced up and an arrow added pointing downtown. Other cities have decorative and artistic "way finding signs" pointing towards downtown, parks, and schools. We need to look into having signs like that around Elk River. New Business: Flowers/Art/Music/Lights: The lights on the trees on Main Street need to be replaced. Now that the weather is nice, it should be easier to do. Meryl has already purchased the replacement lights. The lights give Downtown a nice atmosphere. We would like to keep them on all year. We would like to get the flowers in pots earlier this year. The pots were left out this winter. We could use a couple of more pots down near the bluffs. Uniquely yours had a pot but it got moved by Thrivent. Meryl buys plants for the pots that can be replanted at Handke Stadium in the fall for their permanent gardens. If you would like to be guaranteed a pot in front of your business, there is a $25 adopt a pot yearly fee that includes a contract to regularly water your plants. The flowers that are in Rivers Edge Commons Park are perennials and Stephanie said that they won't be planting additional flowers. The pots that were originally in the design for the new intersection at Jackson and Main have been taken out because of the challenge for the city of keeping them watered. If the City would buy additional matching pots for that area - we could adopt them out to keep them watered and spruce up the intersection. We discussed having speakers on the upper level of the park so that the music could spill into the streets so that people passing by can hear. There was some concern that if they were too loud or on too late they could bother residents in Jackson Square. Advertising together/Downtown Promotions: We need to find a way to get the Downtown businesses to share special events and sales they are having so that we can work together to increase foot traffic throughout downtown. Wendy said that she has started a calendar of park concerts on Kemper Drugs Downtown Website and she would be happy to add business events on that calendar. Attracting New businesses downtown: Minwest Bank now owns the Bluffs. They could not find a Bulk Buyer and have contracted with local Realty Consultant Stephanie Danielson to revitalize and sell the Bluffs Units. Chad Peterson, Molly Nadeau and Donna Busch will be partnering with her. That will be working on a website to give some energy to the Bluffs and Downtown Elk River. Some of the units will be redone. A Community room with pool table will be added as well as an overnight guest room. There may be a public auction of some of the items that they will not be reusing from the units they are renovating.
