Request by Fire Department to Purchase a Vehicle
**Item 4.7.**
The 2003 budget for thc Fire Department includes the purchase of a vehicle to be used for
emergency response, equipment, and fire fighter transport by the Fire Department and also
for use by the Fire Inspector. The vehicle currently in use is a 1994 Chevrolet Blazer with
approximately 80,000 miles. Emergency response has become a concern with the age and
miles in reference to the 1994 Chevrolet Blazer. This vehicle will continue within the City
of Elk River fleet as a vehicle to be used by Assistant Street/Park Superintendent Mark
Thompson and the Public Works Department. The hands-free phone, mobile radio, and
rechargeable flashlight will remain in the S-10 Blazer.
I have reviewed the state bid package in reference to a 2003 Chevrolet Tahoe and I have also
contacted Saxon Chevrolet Fleet sales for a quotation on a 4-door, 4-wheel drive utility
vehicle. The same set of specifications that are from the state bid were given to Saxon
Chevrolet Fleet sales. The following quotations were obtained:
State bid through Hinckley Chevrolet 2003 Tahoe 4 x 4, four-door $26,372.30
Saxon Chevrolet Fleet Sales 2003 Chevrolet Tahoe 4 x 4, four- door - $27,815.35
Thc City of Elk River does not pay sales tax on the purchase of this utility vehicle, as it will
be placed into service as an emergency vehicle for the Fire Department's use. The state of
Minnesota allows exemption in sales tax use when used as an emergency vehicle.
At this time, I would like to accept the quotation for the state bid through Hinckley
Chevrolet for one 2003 Chevrolet Tahoe 4 x 4, four-door utility vehicle for the amount of
$26,372.30. This is an expenditure under the 2003 capital ouday as planned for the Elk
River Fire Department. The total cost of this project will be:

The original budgeted 2003 capital outlay for this project was $32,000. The funding source
for this project will be allocated from equipment reserves.

Recommendation
I am requesting Mayor and City Council approval for the purchase of one 2003 Chevrolet
Tahoe 4 x 4, four-door utility vehicle and vehicle set-up for a total purchase of $29,263.25
