I would like to take a few minutes at the City Council meeting to update everyone about the
status of the public safety building project. In brief, everything has been going very well.
Both Tushie Montgomery Architect a~d Kraus Anderson Construction have been doing a
terrific job for the city with this project. At this time the public safety building is slightly
ahead of schedule, while the addition for the cable TV/city attorney area is on schedule, as is
the utilities building.
The public safety building has been moving forward without any major problems. So far we
have spent about $31,000 in change orders and have about $44,000 in pending requests.
Finance Director Lori Johnson will hatve quotes and bids to present to the City Council
regarding some of the remmmng planned expenditures for the public safety project. Overall,
this means that we are in good financi~l shape, and, after the pending requests, the
contingency fund is at about $345,000i This brings us to...the gun range.
The bids for the equipment and mechanical items associated with the gun range were
approximately $205,000. About $108,000 of this total was for equipment within the gun
range and approximately $97,000 was fOr the mechanical system. There is a strong desire on
everyone's part to get the gun range completed, as this will ultimately lead to some savings in
the police operating budget for training. Also, a small amount of revenue may be generated
if we rent out the facility. The timing is such that we would like to order the equipment now
so that it can be brought in and installed prior to the building being completed. There is
about a fourteen week lead time from iordering to having the equipment on site so the timing
is getting to a "go-no go" stage if the gun range equipment is to be installed before the
building is completed. At this time we l should hold off on ordering the $97,000 mechanical
system until the building is closer to c6mpletion and we know more about the status of the
contingency fund. If we can't afford the mechanical component of the gun range, then we
will have to identify some other funding. It does not make sense to have the equipment in
place and not have the project complezed within the next year or so.

I have put together some figures conc ~=rning the training we do each year for our yearly
mandated weapons qualifications. Each officer is required to shoot at a minimum four
different times a year under the staml ~ry guidelines. The SWAT team trains each month.
Half of those sessions involve weapo training.
We currently use the Anoka County Range to train at. Their cost in 2003 is $800 a day. We
typically have to use two days to train ~11 our officers. That means that at a minimum, our
costs just to rent the range in 2003 wil1 be $6,400. SWAT typically rents the range two
additional days adding another $1,600 [to the budget.
We do have the option to use the Elk ~dver Sportsman Club, but we are restricted there -
not being able to use rifles or semi-automatic weapons. We can also use the gravel pits but
of late these have been heavily used a~d not available for our range use.
When we conduct a shoot, there woul~t be five patrol officers on duty. the first shoot day as
well as our office or administrative staff. The second day shoot would allow five more on-
duty officers to train. That means that ~ 1 officers would be on overtime during the training
session. In the course of a year, we wo~ld pay (on average) $7,480 in overtime to have these
officers trained. If we cut the shoots dgwn to 2-hours we could reduce the overtime to
$3,740. Because of the drive time to AOoka, we have found that this is not feasible.
With our own indoor range, we can co~duct all but the inclement training here, on-duty and
without the payment of either the range fees or the overtime. That equates to a savings of
$15,480 a year. It should be noted that because of training budget shortfalls last year, we did
not lease any range time. We are currently overdue for our annual training and plan to
conduct that at the indoor Maple Grove Training Center in the next 30 days. That range is
$150 per hour or $1,200 a day. '
In addition to the illustrated savings, w~ could potentially rent out the range to outside
departments. Normal rental rates run from $75 -$150 per hour. We would have to have a

that creates revenue without impactm~ the longevity of the equipment.
The other associated costs with opera~ing a gun range rather than leasing don't change
much. We are required to purchase armunition from the range when we go to Maple Grove
or Annandale. These costs are slightly more; perhaps $200 total a year. They supply
have to supply our own. That cost is around $400 a
~ted with the range, although our range officers can do
deal with some costs as items wear out or need
ccur for 5-10 years. The life of the range itself is 20-25
maintenance and upgrades as needed.

I have received quotes from three vendors on supplying the radio system for the new Public
Safety Facility. Two of the vendors, Ancom and Action Radio are proposing all new
equipment and antennas. Granite Electronics is proposing moving the existing equipment
and adding just a few new items needed for the fire department addition.
The prices are as follows: (Includes parts, labor and tax)

All of the pricing is below our building budget amount of $50,000.
Ancom might be able to provide their system for a lower price if plenum rated cable would
not be required. That could be facilitated if our architect obtains pricing from the electrical
contractor to conduit the antenna cable runs. If the price to install conduit is fairly low, we
would ask to have that installed and then use the non-plenum rated cable inside.
Ancom has supphed a non-plenum rated quote at $41,881.91.
We would suggest awarding the bid to Ancom. This work is already at a building deadline
and should be started as soon as possible.

Jeff;
Below find our quote to move radio equipment from old city hall for the Police, Fire,
Utilities and EMS departments to the new Police, Fire & EOC facilities. New equipment
will be supplied where it seems necessary for a timely move from one building to the
other or when the cost to remove and reinstall certain parts would approach the cost of a
new item.
New Motorola CDM base stations with paging capabilities and paddle mics will be
supplied for Fire Dispatch and the EMS station in EOC. New antennas will be installed
for the Fire, EMS, Old Main and Sheriff radios. The Ham Radio antenna and the
EOC/Fire base antenna will be moved from the old location.
Plenum rated cables will be used for all antenna cables inside the building. This includes
the Police, Fire Dispatch, Fire Chief, EMS and Ham Radio antennas. New surge
protection will be installed on all antenna cables and AC power lines. Motorola R56
grounding standards will be implemented throughout the project.
Filter cavities will be added to the Police, Fire, Utilities and EMS radios to lower the
interference that can exist when multiple transmitters are in close proximity to each
other. With the 3 scanning radios in the vicinity of the Fire department, all interference
cannot be eliminated. This has been discussed with Assistant Police Chief Jeff Beahen
and Fire Chief Bruce West.
The Police department and City Utilities has remote controls that can be moved to
different locations via jacks that are wired for these remotes. The quote below includes
15 locations for the 2 channel remote jacks for the police department, 6 remote jacks in
the EOC (2 Police channels, 4 Utilities channel) and 4 jacks (Utilities channel) to be
located after old city hall is renovated. If additional jacks are desired, add $300 (parts &
labor) for each additional jack to be connected to the system. Per past meetings with
Bob Pierson and Jeff Beahen, the city will supply CAT 5 (or better) cabling and R J45
jacks at each location in which it is desired to have a remote control located. Each
should be terminated in Room 192B (Elec./Comp. room) in the new building for Police
or EOC remotes or as to be determined in the renovated old city hall for the City Hall
remotes.
The city will provide an audio circuit from old city hall to room 192B in the new
building. This will be used to connect the Utilities base (which will remain in it's present
location) to the new building.
The line leveler remote used to deliver Sheriff audio to the intercom system will be
moved to the new building as well as the Centracom II console.
Per my walk through of the new building on 12/09/02, the building grounding looks
good. Good grounds look available in the Police antenna cable area and the Fire antenna
cable area. Jeff Beahen indicated that good grounding (#2 copper) will also be available
in room 192B (Elec./Comp. room) and I would like it available in the EOC room as well.

Dear Jeff & Bruce,
Attached is the quotation for your Public Safety Radio System at your new
facility. The quotation is for all new equipment. I chose to quote new equipment
because the cost of moving your existing equipment was within a few thousand
dollars of installing new state of the art radios and remotes that offer much more
flexibility and capacity.
Several additional factors were taken into consideration.
1. The new equipment will comply with updated FCC rules for utilizing
narrowband or wideband frequencies which better utilize radio spectrum.
2. Your existing radio remotes limit operation to two 2 frequencies
(channels). Your existing police and fire department offices therefore have no
ability to communicate or monitor on several channels currently used in your
emergency vehicles. Public Safety office staff and administrators may have
limited knowledge of current events in the field without additional channels.
3. New equipment proposed will allow staff to monitor and communicate not
only with your PublidSafety vehicles, but also will allow communications with
other Public Safety entities and support personnel during an emergency.
4. In the event of an emergency situation, the proposed equipment can be
utilized as a "Command Post" in order to coordinate activities between various
entities and support staff.
5. The proposed equipment is flexible and allows for easy expansion when
additional capacity may be required.
6. Much of the proposed equipment is warranted for a minimum of two years.
Like most new electronic products, repair or replacement costs are lower thus
saving money on existing maintenance contracts.
The proposed quotation includes the following equipment;
FOUR VHF BASE RADIOS 25-50 WATTS POWER OUTPUT, WHICH CAN BE
PROGRAMMED WITH UP TO 8 FREQUENCIES (CHANNELS) IN EACH.

The above radio equipment would be mounted in one or two open racks located
in the Police Dept. closet or preferably as close to the antennas as possible.
Each radio would supply a remote phone line termination which would interface
with dedicated wiring that runs throughout the building.
Not supplied on this quotation are the dedicated "category 6" cables routed throughout the building to wall jacks
designated for "Radio Remote Control". These jacks can be located anywhere within the Public Safety building or City
Hall.
The proposed Telephone Style Remote control units are essentially mini dispatch
consoles described as follows.
Control of Four Base Stations
The Remote is a four-line, eight-frequency tone remote for use with popular brands of EIA-
compatible base s.tations and repeaters.
The Remote has four LINE keys to allow an operator to select between up to four base stations.
On each base station, the operator can further select between up to eight frequencies (Fl~F8).
Each operator in a system can monitor all four base stations at once on the built-in speaker. One
base station can be designated as "select" or primary audio. The audio of the other "unselect"
lines can be summed at a lower volume. When necessary, the operator can mute the unselect
audio and focus on the select audio. If only three base stations are being controlled, the fourth
line can be used to route unselect audio out to an external speaker, achieving physical separation
between select and unselect audio.
An optional built-in paging encoder supports 2-tone, 5-tone, pulsed tone, DTMF, alert tones, stack
paging, and scroll-through page-by-name database. Allows paging Fire & Police personnel. The
Remote includes features to support parallel operators on the same system, such as parallel
status indication, parallel function tone muting, privacy, and intercom.

Refer to the equipment list attached.
I Ancom will program, test and install 4 High Power Model III MSC2000 Mobiles in central equipment
room at the new Elk River Police Station. Equipment to be wall mounted on customer supplied
4 X 8 ff 3/4 inch plywood surface. Radio equipment to be shelf mounted by Ancom using
Ancom supplied material. Ancom to work with customer to configure radio for best operation.
2 Ancom will install 19 MC3000 remotes at customers requested location. Customer
to provide R J45 phone jacks and AC power within 8 fl of MC3000 remote location.
3 Customer will provide a "patch panel" on or near radio board in equipment room to allow Ancom to
interface remote category 5 lines to radio equipment.
4 Ancom will ground equipment to Motorola R56 standards. Customer will supply a ground wire
(2 gauge) in the central equipment room and also on roof of building. AC power and surge
suppression is suggested to protect radio equipment from AC surges and lightning strikes.
5 Ancom will meet with customer to establish a firm installation schedule.
6 Ancom will label all equipment and provide customer with a system block diagram.
7 Customer will provide a minimum of category 5, 8 conductor cables to each remote location.
8 Customer will provide necessary access for antenna systems to enter the building and
allow for cable to be installed and attached to radio equipment. Ancom would recommend 2,
4" conduit for this project and future antenna runs.
9 E.R.F.D. will advise if they require MSC2000 base radio to be programmed for "Rx Page Mede"

10 MC3000 remotes will be desk mounted, add $25,00 in labor for wall mount.
11 Ancom will optimize audio levels with new radio system.

if not better than existing system performance.

CommandSTAR Lite: desktop console controls up to eight channels

MC3000: inexpensive deskset digitally controls MCS2000, M470 (iDEN),
or ASTRO Spectra Consolette (W9). Available June 2001.
MC2500: multi-channel deskset accesses the advanced system functions of up to
four conventional channels. Available June 2001.
MC2000: deskset accesses the advanced system functions (Paging, PT~, Emergency)
of a single base station, repeater or radio in a conventional or LTR trunked system
(with local, tone, or DC remote control)
MC1000: deskset accesses the basic functions of a single base station, repeater or
radio in a conventional system (with local, tone or DC remote control)
