The Senate is favorable to the Northstar Corridor while the House is not. The consultants felt that House will wait until Governor Pawlenty makes his position clear before taking a position regarding commuter rail. The Governor is still interested in meeting with the NCDA sometime in the first two weeks of February. The Authority also received an update on what is being done regarding public relations. Present were: Patti McCarron, Tim Yantos, Duane Grandy, Duane Cekalla, Terry Nagorski, Ewald Petersen, John Ellenbecker, Bob Johnson, LeRoy Pauley, Greg Bruestle, Kaye Bechtold, Eugene Young, Robert Kirchner, Tom Gamec, Dan Erhart, Ame Engstrom, Bob Barnette, Lewis Stark, Scott Harlicker, Mary Richardson, Jean Keely, Rollie Peterson, Luci Botzek, Steve Novak, Peg, Aho, Dartrell Lipscomb, Jason Tidemann, Jim Barton, Dean Michalko, Alicia Vap, Pat Wussow. Bill Schreiber, Lona Schreiber, John Himle, Lynn George, Mike Schadauer, Ken Stevens The meeting was called to order at 4:30 p.m. by Chairperson Patti McCarron. It was the consellsus of the Board to approve the agenda of December 5, 2002 as presented. A motion was made by John Ellenbecker, seconded by Patrick Cairns and carried unanimously to amend the minutes of November 7, 2002 as indicated below: #4 4) Himle Homer Incorporated for an amount not to exceed $350,000 and a term of January l, 2003 through December 31, 2003. A motion was made by Duane Cekalla, seconded by Patrick Cairns and carried unanimously to approve the minutes of November 7, 2002, as alnended. Bill Schreiber discussed "Minnesota Rides", the Metro Transitways Development Board's 2003 Legislative proposal. The proposal includes the following: a) Ina plementing a one-half cent metro-wide sales tax in a m ulti-county metro service area for a 10 year period. If voters approved the referendum, proceeds xvould fund both major transit capital projects and major highway programs, an additional $217 million would be raised in 2005, the State's 6.5 percent motor vehicle sales tax rate would not be affected, the tax woulcl be authorized for I0 years and then it would sunset. b) The State gas tax would move fi'om 20 cents to 26 cents. This tax would generate $192 m il lion more per year. c) Bonds would be issued to accelerate the construction schedule on high priority highway projects and to take advantage of low interest rates. Debt service would be derived fi'om new gas tax revenues. DRAFT DRAFT DRAFT DRAFT Northstar Corridor Development Authority Regular Meeting Minutes December 5, 2002 Page 2 d) A new scheclule tot' license tab fees would be adopted that would bring more money into tile Highway User Tax Distribution Fund allowing a greater percentage of motor vehicle excise tax revenues to fund new transit operations. The Metro Transitways Development Board has prioritized various transit pro. jects. The list will be presented to the 2003 Legislature listing the Northstar Corridor as the highest priority requesting $123.2 million of the total $138.2 million requested for corridor prqiects. John Himle, Himle Homer, Incorporated, reviewed preparation for the 2003 legislative session and encouraged members to meet with legislators to request support for the Northstar Corridor. Mr. Himle notified members that a meeting has been scheduled for December 19, 2002, at I:00 p.m. at the Anoka County Government Center with Governor-Elect Tim Pawlenty, legislators and business leaders. Paul McCarron, Chairperson, encouraged all members to atteud the meeting. Lona Schreiber distributed a list of the 2003-2004 Miunesota House of Representatives Committee Chairpersons. Duane Gl'andy, Executive Comlnittee member, on behalf of Committee members recognized and expressed its appreciation to Betsy Wergin and Paul McCarron for their years of leadership on the Northstar Con'idor Development Authority and wished them well ill their future endeavors. The following members are resigning office and were recognized for their service on tile No~rhstar Corridor Development Authority: Jerry Nelson, City of Coon Rapids Ray Friedl, Sherburne County Mark Freeberg, City of Anoka Gary Peterson, City of Columbia Heights Duane Cekalla, Benton County Tile next meeting of the NCDA is scheduled for Thursday, January 9, 2002 at 4:30 p.m. at the Sherburne County Government Center. The Authority adjourned by unanimous consensus the meeting at 5:05 p.m. A reception was held with cake and coffee to celebrate tile contributious of exiting members.
