SR 07-07-2008Item # 8.1. of ~~ . ~~ aver MEMORANDUM TO: Mayor and City Council FROM: Lori Johnson, City Administrator DATE: July 7, 2008 SUBJECT: Status of Action Steps from January and February 2008 Council Planning Workshops It's been a few months since I've given you a written update on the action steps generated from your planning workshops so I thought a brief update was in order. Many of the action steps/tasks have been completed; of the 16 identified, all but four have been completed or addressed. The four that are yet to be completed include: marketing the City, completing the gravel mining/commercial reserve area study, conducting a community survey, and providing an update on the Parks Master Plan. A copy of the list of action steps previously approved by the Council is attached fox your review. The first of those remaining tasks, marketing the City, requires further input from the Council to determine exactly what we are marketing and to whom we want to target our marketing efforts. One of the goals the Council had for the new community development director was to market the City. I have subsequently given this direction to Community Development Director Jeff Gongoll and am providing additional background information to him so he can prepare to work with the Council on all aspects of marketing. At the next planning workshop, the Council can delve into this topic in more depth and identify the proposed target so that staff can proceed to market the City and attract development that meets the Council's goals and vision. Upcoming discussion on the Gateway Business Park will also start the discussion on marketing. The other community development related item is the gravel mining/commercial reserve area study. Planning Manager Jeremy Barnhart has been leading this project from the technical and planning perspectives. He continues to work with various staff members to keep the study moving. Although this study isn't on the agenda for action often, there is progress and work is happening at the staff level. As you know, this is a long-range project that involves planning a large area with multiple land owners who are still currently mining the property. Jeff Gongoll will be updating the Council in the near future and proposing a study timeline and process. The third item was to survey residents to gather their opinions on priorities of the City and how they feel about the services the City is providing. The City's new website software allows for an online survey to be conducted via the City's website. Staff is in the process of putting together sample questions as a starting point for Council input, review, and approval. Once a decision has been made on the questions, the online survey can be launched. In addition, we will need to make the survey available through other means to residents who do not have access to the City's website. The last item is an update the Council requested on the Park Master Plan. Attached is a memo from Parks and Recreation Director Bill Maertz with a summary of the status of implementation of the Park Master Plan. A joint meeting with the Park and Recreation Commission can be scheduled in the future at the Council's request. Finally, most of the items noted above require Council involvement as we move forward with them. You will either see them working their way through the Council meeting schedule, or they will be placed on the agenda for the next planning workshop. No action is requested on this item for this meeting; it is merely an update to make the Council aware of the progress that has taken place to date. Staff has been reviewing the master plan. • Exhibits A and B indicate that substantial progress has been made in land acquisition since 1997. Exhibit A shows the 1997 master plan and existing parks. Exhibit B highlights land added to the system since 1997. Land has been acquired in several of the key target areas. • As property adjacent to park land becomes developed, there will be opportunities to add key parcels through the park dedication process, thus reducing the need for outright land purchases. • Exhibit C illustrates the parks that are in need of some form of development. These developments can be funded through a combination of the recently approved park improvement fund, park dedication funds, and grants. The southeast portion of Elk River has the most pressing need for park development to meet the needs of new residents. The Park Commission's interest in a referendum was based primarily on speeding up the timetable for developing existing park property. • Exhibit D indicates the parks that are in need of substantial reinvestment. There is potential for Orono Park to be the jewel of the park system, but the amenities are aging and substandard by today's standards. As part of the civic campus, with the new library and YMCA, Orono Park should be a future priority. • Trail development has continued according to the master plan. Easements have been secured through the planning process. Funding has been secured through state and federal grants to complete the Great Northern Trail to the northern city limits. With the coming development of the Mississippi River Trail in Anoka County, priority . should be given to planning and funding of the trail link from the terminus of the trail at the Anoka County border to downtown Elk River. There are many opportunities and challenges ahead as Elk River strives to develop a first class park system. The Park Commission and staff are striving to strike a balance between development of parks and preserving a portion of our natural resources.
