SUBJECT: 1996 SCORE Grant Proposals
Background
The City of Elk River has worked to become a leader in solid waste
abatement issues. The City has developed an organized route Mandatory
Refuse Collection System serving every residential dwelling within the City
of Elk River. The City has also developed a mandatory curbside recycling
program for all homes and apartment complexes.
In 1995, the City of Elk River added corrugated cardboard to its residential
recycling route. The City received SCORE funding to implement this
program. This means that every resident of the City has the chance to
conveniently recycle newspaper, glass, plastic bottles, metal cans and
corrugated cardboard at the curb.
We have also begun a business recycling program in an effort to increase
recycling levels in commercial and industrial operations. The City has
received SCORE funding in 1994 to help with this program. Unfortunately,
staff was not able to concentrate on this issue until recently. The City has
$4,000.00 earmarked for business recycling from the 1994 SCORE grant.
That money will be spent in 1996 on a variety of programs and brochures
designed to increase awareness about the economic benefit of recycling.

This year's event will take place from 8:00 a.m. to 12:30 p.m. at the Public
Works Garage at 19000 Elk Lake Road. This year, Sherburne County
created a new way for dealing with Clean Up Day applications--in order to
qualify you must collect certain items and you must charge Sherburne
County's "suggested charge" in order to get SCORE funding.
We will be collecting: · Furniture
· Tires
· Appliances
· Auto Batteries
· Scrap Metal
· Fluorescent bulbs
We are given a base amount of $3,500.00. If we spend more than that, we
can apply for additional funding after Clean Up Day. In 1995, Clean Up
Day disposal and recycling costs were $7,489.08. We were reimbursed for
those costs. I am projecting that the 1996 cost will exceed last year's
costs, and I hope to reapply for additional funding again this year.
2. Residential Recycling of Junk Mail and Magazines
When I met with the haulers to add corrugated cardboard in 1995, I told
them that we would be looking to add magazine and junk mail recycling
to our routes. I frequently get calls from residents wondering what to do
with those materials. Two of the three haulers already offer mixed paper
and magazine recycling to businesses in Elk River. I do not believe that
adding it to the residential routes will be a real hardship, as they already
have markets for those materials.
I am requesting $8,622.00 in 1996 SCORE funding to implement the
program. Those costs are for staff time, attorney fees, advertising and
possible increased costs associated with this program.
Our hauler contracts expire in October, so I am planning on hauler
negotiations in late summer/early fall. Implementation will probably
occur in December 1996 or January 1997.

In December of 1995, we implemented a corrugated cardboard recycling
program. However, because the program did not begin until late 1995, we
did not have an opportunity to do much education or advertising about the
program. Since then, I have found that many residents are preparing
their recyclables incorrectly.
Therefore, I am requesting $4,536.00 in 1996 SCORE funding to address
the problem. If the grant is received, the education program may include:
· Discussion with haulers about what materials are not being
properly prepared for recycling and any problems they have
encountered on the residential recycling route
· Articles in the Star News
· Direct mail reminding residents of what is recyclable and how to
prepare the recyclables
· a magnet for residents to stick on their refrigerator reminding
them of recycling days and/or what is recyclable
Requested Action
Council motion to approve SCORE grant proposals and direct staff to proceed
with grant application.
