City Administrator February 26, 1996 Updated Job Description for Economic Development Coordinator A drat~ job description for the economic development coordinator was discussed at the last Economic Development Coordinator Task Force meeting. At that time it was decided that the job description should be changed and updated to include additional duties, mainly relating to communication. Attached for your review is an updated job description. In addition to adding items to the job description, it has also been reorganized. A copy of the previous job description is attached to assist you in reviewing the new job description. I will briefly outline some of the changes and additions to the job description. First, numerous duties and responsibilities have been added. Duties B, C, and D have been added to Item 1. Duty B has been added to Item 2. Item 5 has been changed to read "Perform Administration and Communication Activities" and duties A, C, D, and E have been added. Duty B under 5 is a combination of duties A and B from the old job description. Second, the knowledge, skills, and abilities section has been updated to include requirements of knowledge of land use and planning concepts, ability to communicate effectively, and the ability to develop and maintain positive and effective working relationships along with several other items. Third, minimum qualifications have been changed to indicate that in addition to a Business Administration or Public Administration degree, a comparable degree with course work in economics, marketing, and finance would qualify and that five years of experience in economic development are required. ESSENTIAL DUTIES PERFORMED Duties/Responsibilities Perform economic development activities. A. Assist in preparation, updating, and implementation of various economic development plans. B. Attract new development to and assist in retention and expansion of current Industrial, Commercial and Downtown areas. C. Assist in development of annual prioritized work plan for approval by the City Council and Economic Development Authority (EDA). D. Carry out initiatives and priorities as directed by the City Council, Housing and Redevelopment Authority (H) and EDA and as outlined in the annual work plan. E. Explain the requirements of the development code and facilitate the development review process. Promote and maintain community/business contact. A. Assist and advise businesses locating or expanding in the City. B. Participate in and act as the City's representative in community related actMties and organizations to promote the City. Represent the interests of the City's economic development department with other city officials, government agencies, community organizations, developers, and the general public in a manner that will encourage strong development programs which represent the best interests of the City. o Perform data base management activities. A. Maintain and distribute various promotional materials. B. Prepare and provide information regarding land and building availability, markets, work force availability, taxes, transportation, utilities, and financing to City businesses. Perform marketing and finance activities. A. Work with economic development consultants in marketing and promotion of the community to prospective businesses and encourage the expansion of existing businesses. B. Work with the Finance Director to develop strategies for the allocation and delivery of City financial assistance including tax increment financing, industrial revenue bonds, community development block grants, and applicable federal, state, and local programs for commercial, industrial, housing projects, and the City's revolving loan fund. Perform administration and communication activities. A. Act as Executive Director of the EDA and HRA. B. Develop strategies for working with appropriate commissions and task forces as needed including acting as staff liaison to the Chamber of Commerce, local development corporations and other community organizations. C. Keep City Administrator, Mayor, EDA President and HRA Chairman promptly informed of significant matters relevant to current development proposals and upcoming issues. D. Communicate all development proposals and issues to the City Administrator, City Planner, Building and Zoning Administrator and Finance Director in a timely fashion. Coordinate development efforts with these departments to ensure that all relevant issues are addressed. E. Maintain open lines of communication with City staff, the City Council, the EDA and the HRA. Frequent oral and written communication on all development issues must be maintained. Develop and monitor departmental budget. Supervise and coordinate work of consultants involved in economic development activities. Compose documents and miscellaneous written material. KNOWLEDGE, SKILLS, AND ABILITIES · Knowledge of public and private financing techniques for economic development. · Knowledge of land use and planning concepts. · Ability to use spreadsheet, word processing, and data base sottware proficiently. · Ability to effectively coordinate support from City staff and outside consultants to ensure successful completion of economic development activities. · Ability to manage multiple projects and meet deadlines. · Ability to communicate effectively both orally and in writing with developers, supervisors, city staff, councils, commissions, community organizations and the general public. · Ability to develop and maintain positive and effective working relationships with developers, supervisors, city staff, councils, commissions, community organizations and the general public. · Ability to work independently. · Ability to be a creative and innovative thinker. MINIMUM QUALIFICATIONS Bachelor's degree in business administration, public administration or comparable degree with extensive course work in economics, marketing, and finance. Five years experience in economic development with emphasis on marketing and public/private financing. Three to five years experience in municipal government desired. Revised February, 1996.
