SUBJECT: 2003 Budget Update
This budget update subject is likely to be a frequent Council agenda item throughout the
year. Since the last update on January 13, 2003, we have seen the Governor's proposal to
close the deficit for the state budget that ends June 30, 2003. Funding for the city was not
impacted by the Governor's proposal. The larger issue is the over 4 billion dollar deficit in
the 2004-05 state budget. In this regard, the city is still anticipating significant reductions in
its Local Government Aid.
This January 27, 2003 budget update relates to the cable TV discussion earlier on the agenda
and the status of replacing police officers, which is later on the agenda.
Also, I have not authorized any attendance at national conferences or out of state
conferences. This could change by the end of the year when we know more about the
solution to the state budget problem. However, at this time I am not approving attendance
at any out of state conferences until (at least) the legislative session is adjourned. This
unfortunately includes the National Planning Conference for the Planning Commissioners,
which is held in March. If the City Council has a problem with this decision, please let me
know on Monday evening.
Additionally, the Arts Alliance has inquired about the release of its $10,000, which is in the
2003 budget. In this regard, I have indicated that this organization needs to come to the City
Council for the release of these funds and that any city contribution may not happen until
after the legislative session adjourns. On the other hand, as the 2003 Arts Soup event is
scheduled for June 21-22, I also indicated that the Council could release all or part of the
funds at anytime.
