04-02-2001 CC MIN -SPECIALSPECIAL MEETING OF THE ELK RIVER CITY COUNCIL HELD AT THE ELK RIVER CITY HALL MONDAY, APRIL 2, 2001 Members Present: Mayor Klinzing, Councilmembers Dietz, Kuester, Motin, and Tveite Members Absent: None Staff Present: City Administrator Pat Klaers, City Clerk Sandra Peine, Finance Director Lori Johnson; Wastewater Treatment Superintendent Gary Leirmoe, Director of Planning Michele McPherson, Street/Parks Superintendent Phil Hals, Librarian Mick Stoffers, Arena Manager Rich Czech, Chief of Police Tom Zerwas, Liquor Store Manager Dave Potvin, Building and Zoning Administrator Stephen Rohlf, Senior Center Director Suzanne Kostanshek, Utilities Superintendent Bryan Adams, Director of Economic Development Catherine Mehelich, Fire Chief Bruce West, Ambulance Director Steve Dittbenner, Community Recreation Director Michele Bergh 1. Call Meetin.q-To Order Pursuant to due call and notice thereof, the meeting of the Elk River City Council was called to order at 6:00 p.m. by Mayor Klinzing. Consider 4/2/2001 A.qenda COUNCILMEMBER TVEITE MOVED TO APPROVE THE AGENDA. COUNClLMEMBER MOTIN SECONDED THE MOTION. THE MOTION CARRIED 5-0. 3. 2000 Annual Report Presentation City Administrator Pat Klaers noted that all department heads were present for the annual report presentation. The Council was provided a copy of the 2000 Annual Reports for each department. The City Administrator reviewed the accomplishments of 2000 and the goals of 2001 for each of the departments by using a Power Point presentation. Following the City Administrator's review of one half of the departments, a 30-minute video presentation was shown. The video depicted department events and happenings in the year 2000. The City Administrator completed his Power Point presentation of the annual reports. Following the annual report presentation, the Council took the opportunity to discuss issues of concern with the department heads. Following the discussion the Council thanked the department heads for their service and dedication to their jobs. 8.
