SUBJECT: WORK SESSION Discussion on Downtown Redevelopment
Planning Strategy
Background
For the past several months staff and the HRA have been working through the work plan
outline that was adopted by the HRA late last year for the Downtown North of Highway 10
Redevelopment Plan. To date, all of the research and discussion about goals and strategies,
market and financial feasibility have focused on this area by itself.
As staff has been working through and analyzing the land use, market potential and financial
feasibility of this area, it has become crystal clear that the redevelopment of downtown
cannot be looked at in its individual areas, as identified in the 2001 Market Study:
• Core Downtown Area
• North of Hwy 10 Area
• Western Transition Area
Redevelopment of one of these areas will significantly impact the land use, market potential
and financial feasibility in another adjacent area of downtown, therefore it is difficult to truly
analyze the opportunities and potential for these areas in and of themselves. For example,
the development of 20,000-square feet of commercial/retail space in the Core Downtown
reduces the market potential and financial feasibility for this land use to be replicated North
of Hwy 10.
Issues for Discussion
Staff has invited Stacie Kvilvang of Ehlers & Associates to present an overview of the
purpose of redevelopment and an outline for a redevelopment planning process.

The core issues for consideration during hex presentation and for discussion afterward axe as
follows:
1. Does the HRA agree on the need for redevelopment of the "greater" downtown
area?
2. Is there HRA agreement to do a comprehensive downtown redevelopment plan
rather than individual area redevelopment plans?
3. What is the best structure to complete the redevelopment plan? Should it be
through the HRA itself or by a taskforce structure? If by a taskforce structure, the
HRA should consider the first step, to ask the Council to appoint the taskforce
members.
