DATE: APRIL 9, 2001 SUBJECT: REQUEST TO TEST CITY HALL INDOOR AIR QUALITY The Institute for Environmental Assessment was retained to sample indoor air quality (IAQ) at City Hall In January of.1999. This same company was used to address IAQ issues at the Elk River Municipal Utilities Building. During the 1999 testing at City Hall the following notable issues were discovered: Improper door seal on the service door to the Police Department Garage allowing the introduction of carbon monoxide into the building. Plugged air intakes on City Hall air handlers resulting in elevated carbon dioxide levels. Areas of mold growth. It was recommended after the 1999 testing that follow-up testing be performed. As further justification for follow-up testing, the roof on City Hall has had several significant leaks recently. Trapped moisture can lead to mold growth, which can result in significant health problems. The estimated cost for the additional testing is $1,450 to $1,800. A copy of the proposed service agreement is attached to this memo. If problems are found, testing beyond this next round may be required. Accessible ductwork that serves the Community Service Office will also be checked. · Air samples for culturable fungi (mold) will be collected in five areas where recent or past roof leaks have occurred. An outdoor reference sample will also be collected. · Four to eight bulk and/or contact fungal samples will be collected from building materials in areas where roof leaks have occurred to evaluate whether fungal growth may have occurred due to the moisture infiltration. · In Room 107 and one other office area, a data logging monitor will be used to collect carbon dioxide, carbon monoxide, temperature, and relative humidity measurements over a 48 hour time period. This will allow for an evaluation of the trends during the work day in regard to these parameters. · Upon receipt of the laboratory results, a report will be generated that will include observations, sample results, discussions, conclusions, and recommendations, if needed. Terms of payment for services are net within 30 days after invoicing, with interest added to unpaid balances. Please review the attached General Conditions.
