HRSR 07-5-2005Item # 6 MEMORANDUM TO: Housing and Redevelopment Authority ~j FROM: Heidi Steinmetz, Assistant Director of Economic Development .~'/ DATE: July 5, 2005 SUBJECT: Call Special HRA Meeting for September 13, 2005 for Joint Work Session with Planning Commission and Heritage Preservation Commission to Discuss Downtown North of Hwy 10 Attachment Memo dated July 5, 2005 from Lance Lindberg, Heritage Preservation Commission Chair Background Since June of 2004, the HRA has completed the following activities to develop a redevelopment plan for downtown north of Hwy 10: • Defined a study area boundary • Expressed along-term vision for the study area • Reviewed past & updated research of building condition, historic significance, and the market analysis for the area • Reviewed three redevelopment concept options and discussed barriers to implementing the concepts • Selected and refined one of the concepts • Directed staff to utilize the concept as a guiding document for redevelopment proposals and inquiries from the private sector • Drafted & refined narrative description for the concept • Held a special meeting for a work session with the City Council for input on the redevelopment concept and narrative Issue The Planning Commission and the Heritage Preservation Commission (HPC) have expressed interest in meeting with the HRA to discuss downtown north of Hwy 10. Lance Lindberg, the HPC Chair has submitted the attached memo regarding the HPC's specific Call Special HRA Meeting for September 13, 2005 for Joint Work Session with Planning Commission and Heritage Preservation Commission to Discuss Downtown North of Hwy 10 July 5, 2005 HRA Meeting Page 2 of 2 interest in discussing how the "Old Town" land use designation relates to the HRA's redevelopment plan for downtown north of Hwy 10. Recommendation Staff recommends that the HRA call a special meeting to meet jointly with the Planning Commission and the HPC on September 13, 2005 at 6:30 p.m. MEMORANDUM TO: Housing and Redevelopment Authority FROM: Lance Lindberg, Heritage Preservation Commission Chair DATE: July 5, 2005 SUBJECT: Plan for Area in Old Town Land Use Designation The Elk River Heritage Preservation Commission (HPC) is considering a few issues in that part of the city that is situated in the Old Town Land Use designation. The HPC is interested in the HRA's vision is for this area and any specific plans that may be under consideration.
