Purpose
The purpose of this memorandum is to provide the HRA with the following:
A question for discussion to refine the purpose of the formal redevelopment plan for
downtown north of Hwy 10. It is essential that the HRA and City Council agree on
the primary goal and purpose of the redevelopment plan, i.e. "Are we attempting to
extend the downtown area and reestablish a second downtown area or is it
appropriate to view the area as something else?"
2. A work plan outline for developing a formal redevelopment plan.
Background
The HRA began working in June of 2004 to develop a conceptual redevelopment plan for
downtown north of Hwy 10. The HRA developed a redevelopment concept but postponed
its discussion regarding a formal project purpose in order to further research the
marketability of the area.
At its October 3"' meeting, the HRA decided to take its redevelopment planning efforts to
the next level, and began discussions to develop a formal redevelopment plan for the area.
This decision was based on the following factors:
State Statute requires a redevelopment plan to be completed and approved by the
Council prior to commencing redevelopment actions;
A plan is critical fox any future eminent domain proceedings by establishing public
purpose;

• A redevelopment plan is a key document when applying for grant funds;
• A plan that illustrates detailed financial analysis, based on sub-planning area
scenarios, will assist in generating financial strategies and possible modifications to
land use in order to make various redevelopment projects economically feasible.
Issue
Staff anticipates that it will take 6-9 months to complete the formal redevelopment plan. A
work plan outline is attached for your review, which indicates the steps to completing the
plan.
Recommendation
Staff recommends that the HRA accept the attached work plan and proceed this evening
with the first step (IA) of the attached work plan outline, which is to refine the project
purpose and primary goal.
