Approve the attached Employee Recognition Policy and amend the Public Purpose Expenditure Policy
section titled Employee Recognition Program.
Background/Discussion
When City staff and Council updated the Public Purpose Expenditure Policy in 2005, it included an
annual employee recognition celebration and recognition plaques at retirement. Until August 1, 2007,
state statute did not allow for cities to spend funds on employee recognition events; so, even though this
was included in our Public Purpose Expenditure Policy, the City did not hold these events. An
amendment in 2007 allows for cities to provide the necessary staff, equipment and facilities and expend
the funds necessary to achieve the objectives of an employee recognition program. A committee has
been working on planning this year's program and would like to expand ever so slightly on the program
that was approved in the Public Purpose Expenditure Policy. The attached Employee Recognition
Policy, if approved, will supersede item a. under the Employee Recognition Program section of the Public
Purpose Expenditure Policy.
To recognize all employees for their hard work and dedication to the citizens of Elk River, the committee
is planning alunch-time picnic to be held September 17 at Lion's Park Center. We will be serving a
picnic lunch, drawing names for some token door prizes, and presenting employees with certificates and
years of service awards. This event is very similar to ones held by Sherburne County and other
communities.
Any Council members who are able are encouraged to attend this event. This is a great opportunity to
thank staff for the hard work they give to the City each and every year.
Committee member Tina Allard will be present at Monday's meeting if you have any questions about the
policy or this year's event.
Financial Impact
Funding for this event is included in the 2008 budget.

From the PUBLIC PURPOSE EXPENDITURE POLICY
Employee Recognition Program
The City of Elk River City Council recognizes the hard work and service performed by the
employees of the City of Elk River through a formal Employee Recognition Program. The
City Council believes the benefits of attracting, retaining and motivating employees through
an Employee Recognition Program support employee job satisfaction, which in turn
impacts cooperation and productivity. The result is to provide excellent public and
customer service to better serve the interests of the citizens of the community.
No provisions of this policy, or its administration, shall be subject to review under the
grievance or arbitration provisions of any collective bargaining agreement.
The Program will include:
a. Annual Employee Recognition Celebration. Annually the City will sponsor an
Employee Recognition Celebration for City employees according_to the Employee
Recognition Program Policy.
b. Recognition Plagues. The City supports recognition plaques in recognition of
retirement. The employee shall receive a plaque thanking them for their dedicated
years of service to the community.

EMPLOYEE RECOGNITION PROGRAM POLICY
Purpose of Policyr
To express appreciation and recognition to employees for their service to the citizens of Elk River.
Formally recognizing employees' contributions and commitment to the City results in higher morale and
productivity among all City of Elk River employees and therefore helps the City to fulfill its
responsibilities efficiently and more cost effectively.
Employee Recognition Program Committee
Committee members shall be comprised of employee volunteers from a variety of departments of the
City. The committee is responsible for planning events used to show appreciation to all City employees
and coordinate years of service recognition.
Events Provided
The Committee may provide different events from year to year as the budget allows. Events will be
approved by the City Administrator and City Council. Events shall be planned with the purpose of
showing appreciation to employees for their service to the citizens of Elk River and recognizing
employees at each 5 year increment of service with a certificate. Employees who have completed 20 or
more years of service will also receive a nominal gift such as a nice frame, pen set, trophy, or plaque at
each 5 year increment.
Funding
The budget will be approved each year by the City Council.
