Also, on Monday evening the city engineer will review with the City Council the entire city municipal state aid road system and will discuss how additional miles are allocated by the State and the importance of designating these miles in terms of additional maintenance funds being provided by the State. Finally, there are certain rules the city has to follow in designahng MSA routes and these rules can sometimes make identifying routes a challenging endeavor. Item 4.1. Box 490 Elk River, MN 55330-0490 RE: MUNICIPAL STATE AID SYSTEM Dear Mr. Klaers: We have recently completed the City's annual certification of mileage. Due to the amount of new street construction associated with development in the City, the Municipal State Aid System had a surplus of 1.68 miles. We have suggested to MnDOT that two streets be placed on the Municipal State Aid System. They are shown on the attached map. One is Highland Road from Proctor Road to Jackson Street. This was a previous MSA street which was taken off the system a few years ago. The second is Ulysses Street from 165th Avenue to 171st Avenue. This is the proposed route through the Cargill property contemplated in the City's global agreement with Cargill. To add these two street segments to the City's Municipal State Aid System requires the City Council adoption of the attached resolution. If you have any questions regarding this issue, please call. OAPROJ~230353m~0325~tr 04-18-01 Klaers.doc 1326 Energy Park Drive · St. Paul, MN 55108 · 651/644-4389 fax 651/644-9446 toll free 888/368-4389 RESOLUTION 01 - A RESOLUTION FOR THE CITY OF ELK RIVER A RESOLUTION ESTABLISHING MUNICIPAL STATE AID HIGHWAYS WHEREAS, it appears to the City Council of the City of Elk River that the streets hereinafter described should be designated Municipal State Aid Streets under the provisions of Minnesota Law; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River that the roads described as follows, to-wit: Highland Road - Proctor Road to Jackson Street Ulysses Street- 165th Avenue NW to 171st Avenue NW be, and hereby are established, located, and designated Municipal State Aid Streets of said City, subject to approval of the Commissioner of Transportation of the State of Minnesota. BE IT FURTHER RESOLVED, that the City Clerk is hereby authorized and directed to forward two certified copies of this resolution to the Commissioner of Transportation for his consideration, and that upon his approval of the designation of said road or portion thereof, that same be constructed, improved and maintained as Municipal State Aid Streets of the City of Elk River.
