PERSONNEL
The Street/Park Department has a vacant position for a Laborer that was identified in the
2001 budget. I would ask for City Council approval to hire a Maintenance I Worker instead
of a Laborer. In the short term a part time "summer" worker could fill the Laborer position.
Our needs for a Maintenance I Worker will be increased because of an anticipated 12 week
maternity leave for one of our employees. Hiring a Maintenance I person now would fill the
need for a summer worker immediately while allowing us to have another trained operator
ready for an additional snowplow route this coming fall.
Last November, when we did the interviews for the Maintenance I position, we had a person
who finished a very strong second place. If the Council would permit me to hire for the
Maintenance I position instead of the Laborer position, I would ask permission to offer the
job to the previously interviewed second place candidate. The wage I would recommend is
Pay Grade 8, Level A or $12.44 per hour. The funds for this position have been budgeted at
a Laborer rate but the later hire date should more than compensate for some of the higher
recommended wage.
OFFICE ASSISTANT I
A position for one part time Office Assistant I was provided for in the 2001 budget. I would
request City Council approval to advertise for this position. I plan to have two part time
office workers job share because of the increased workload.
MECHANIC
Our shop move and expansion would take the better part of the summer, so I would
propose that we use present employees to fill the need for the third mechanic on a
temporary basis until early winter, then advertise and select the third mechanic to be hired
on January 1, 2002.

TIME SUMMER WORKERS
Case Hayward from the Ice Arena would transfer to the Street/Park Department
from May to October with a primary duty assignment of mowing turf grass.
· Darwin Schuur would return for two or three days per week for six months and be
assigned to mow turf grass.
· Sara Hopko, a college student who has worked for the Street/Park Department for
the past three years, would return to maintain the athletic fields and flowerbeds.
· Jeremy Pipenhagen worked last summer as a Street/Park part time summer worker
and would like to return for the summer as a Park Laborer/Mower Operator.
· Paul Kohler has worked the past few years as a Park Mower Operator (athletic field
maintenance) and would like to return for 20-25 hours per week.
· For a complete summer crew we would need two more summer youth.
ROADSIDE MO WER
On January 8, 2001, the City Council approved the purchase of a 20' 6" Diamond Boom
Roadside Mower for the price of $44,730, including sales tax. As the Council will recall, this
was an attachment with a separate engine drive, for our front-end loader. Recently, Doyle
Equipment offered to sell us a two-year-old tractor with 1200 hours and a new 20' 6" boom
mower for $47,000. Including sales tax, the total comes to $50,055 or $55.00 over the dollar
limit to purchase by quotations.
In my opinion, the city would be better served to purchase the mower and tractor for the
additional $5,325. If the Council agrees with this recommendation, I would ask permission
to go out for bids, hoping that by the time we receive the bids the State Legislature would
eliminate the sales tax on municipalities. Funds would come from Council Contingency.
MECHANICAL SHOP MO VE
Our present mechanic's area consists of two shop bays approximately 20 feet wide and 55
feet long. Each has an overhead door and one has an in-ground, automotive size, 2-port
hoist. For an efficient shop, each mechanic needs two bays. One for the quick fix (or in an
out repair) and one for the long term repair, where a machine may be disassembled for
several days waiting for parts to be delivered.
Street/Park Department staff is recommending a relocation of our mechanic's shop to the
western end of our building. By cutting in four new doors, moving our existing hoist, adding
another hoist, and making the other listed modifications, we can have six functioning
mechanic's bays. This mechanic's shop should handle city needs including the municipal
utilities for at least the next ten years.
$70,000 for this improvement can be drawn from the Street Reserve Fund and $10,000 from
the 2001 General Fund.

BREAK ROOM
Our present break room is about 12' x 24" and is maxed out with our 14 full rime
employees. We have a mezzanine area above the offices in the east end of our shop that has
been used for storage. Staff recommendation is to convert this 24'x50' area into a break
room with a kitchen sink, air conditioning, and equipment so it could also function as a
training room.
Along with the break room improvements, I would further like to request a workstation and
files for the Street Department Office Assistant. That equipment will cost about $3,000.
Funding for this improvement could be drawn from the Street Reserve Fund.

NEXT YEAR - 2002
The Public Works Area Master Plan includes a 14,000 square foot cold storage building, a
new winter salt/sand storage building, relocating some electrical feeder lines, refencing the
yard area and expanding the yard into the area now used for Oak I~noll Ball field III. We are
in the process of constructing two baseball fields at YAC that will replace the Oak IYmoll
field.
We are also considering options for the brush and compost drop-off site. The volume of
material that is dropped off has far exceeded our wildest projections so we need to make
improvements that will help reduce the time and equipment that we now commit to
recycling.
Some of these ideas are shown on our Public Works Area Master Plan.
ACTION REQUESTED · Permission to hire the Maintenance I person from last fall's interview process.
· Permission to advertise for a part time Office Assistant I.
· Permission to re-hire two former part time employees, hire two former part time
summer workers, and hire two new additional part time summer workers.
· Permission to accept bids for a roadside mower and tractor.
· Permission to spend up to $80,000 for shop improvements.

· Permission to spend up to $3,000 for office furniture for the Public Works Office
Assistant.
