FROM: DATE: SUBJECT: Phil Hals, Street/Park Superintendent March 11, 1996 Used Equipment Purchase I have projected the purchase of a new snowplow truck for 1997 for approximately $75,000. Recently, I became aware of two used 1987 truck chassis that have the right specs for a plow truck. These units have low miles and are priced at $14,500 each. We would need to add a new hydraulic system, dump box, and plow equipment for about $25,000 per truck. This would give us two trucks for the price of one. The problem is that trucks with automatic transmissions and low mileage are rare to the used truck market. My question is, "Does the Council feel it is worth purchasing the trucks now while they are available or wait until next year and see what is on the market?" I would suggest that if the trucks were purchased now, that the boxes and plow equipment not be purchased until 1997. Out bid included provisions for trading in a 1991 Excel 340 mower, unit number 031, or purchasing a new mower outright. The following bids were received: (prices do not include sales tax) Cushman Motors, Minneapolis Cushman/Ransomes Model 6150 w/10'7" cut less trade in $32,427 $ 4.000 $28,427 Cushman Ransomes Model 6150 w/9'8" cut less trade in $31,223 $ 4.000 $27,223 Midwest Specialties, Blaine Howard Price Model 1280 w/10'6" cut less trade in MTI Distributing, Plymouth Toro Model 455-D w/10'7" cut less trade in North Star Turf, St. Paul Jacobsen Model HR-5111 w/11' cut less trade in $34,500 $ 7.000 $27,500 $31,633 $ 1,800 $29,833 $29,904 $ 2.500 $27,404 Last summer we had an opportunity to demo all of these machines except the Howard Price. Our evaluation favored the Jacobsen because it is easier to maintain and more comfortable to operate. Recommendation It is my recommendation that the City Council authorize the purchase of the Jacobsen Model HR-5111 for $29,904 plus $1,943.76 sale tax without the $2,500 trade in. I believe that the Excel 340 mower has more value as a standby unit and should not be traded in. Truck Bed Recently the City Council authorized the purchase of a one ton cab chassis truck for the Street/Park Department. The following are two quotes for the truck bed, lift gate, and hitch for that truck including sales tax. J-Craft Company, Kimball $4,192.37 Crysteel Manufacturing, Fridley $4,315.38 I would ask the City Council to approve the quotation of J-Craft Company for $4,192.37. This truck and body were identified in the 1996 budget to be funded from the equipment reserve.
